China's State Council, or the country's central government, on Wednesday, April 29, called for greater efforts on economic reforms to boost domestic demand, improve economic structure and maintain relatively fast and sound economic development.
To mark this special, significant occasion, the People's Daily, China's leading newspaper, on Thursday front-paged in the most prominent space on the upper left a PD commentator's article, which is titled "efforts called for advancing reform in the course of coping with the current (global financial) crisis.
Those attending an executive meeting of China's central government, presided over by Premier Wen Jiabao, reviewed and passed a guidance document on deepening reforms in 2009, the article notes, and they defined 10 tasks of major reforms to advance in 2009. This document is titled as "Opinions on Deepening the Reform of the Economic Structure in 2009".
China should take the deteriorating international financial crisis as an opportunity to deepen its reforms, intensify reform efforts and go on working to adopt a mechanism conducive for scientific development and social harmony, acknowledges the commentator's article.
At present, China is facing grim international economic environment and unprecedented difficulties for development at home, and there exist some outstanding problems with regard to its current economic performance. This situation requires us to unify thinking and get a sense of urgency about going on to deepen the reforms, crack "tough nuts," win new opportunities, boost domestic demand to ensure growth, and provide a smooth guarantee for the achievement of varied goals.
China has made new progress in some major areas and around key links, and efficiently and effectively spurred socio-economic development in 2008. In the first half of 2009, it started off with numerous reforms that had been mooted or deliberated for years. These reform measures have been playing an active role in boosting market confidence and expanding domestic demand.
In view of the relevant plans or arrangements made at the latest executive meeting of the State Council, the 10 major reform tasks to introduce are very arduous and complicated.
To press ahead with reforms in the course of coping with the financial crisis, we must integrate our present footing with long-term perspectives in a pragmatic way and keep moving ahead into the future, not only to counter the financial crisis and ensure balanced economic growth but also to seize rare opportunities and remove outstanding contradictions that hinder socio-economic development and in-depth obstacles intrinsic in the mechanism, which would negatively affect long-term development.
Meanwhile, it is necessary, among other moves, to integrate macro-economic control and regulations with the role of market mechanism, to further improve the market mechanism, to raise the macro-control standards, and to increase the intrinsic vigor and vitality for economic growth.
Since the tasks are set, implementation is most crucial and practical. Government departments at various levels and regions across China should, in strict compliance with reality, acquaint themselves with specific requirements and concrete steps for implementation, make overall plans and step up coordination to form a cohesive force.
Great, boundless impetus released from an enthusiastic, nationwide endeavor to promote scientific development when coping with global financial crisis will surely bring about a better and faster development of economic society in China, the article concludes.
