A devastating earthquake that jolted Wenchuan County in southwest China on Monday or May 12 has resulted in the massive loss of life and property. To date, there are still many people have not been found. So, ensuring the safety of the people's life and minimizing casualties should be taken as a matter of urgency and the top priority.
With a loving care of the Party Central Committee and the State Council, or the Chinese government, and their meticulous arrangements, Party committees and local governments in the quake-hit areas and departments under central authorities have taken actions with the resolve to do a good job in their relief work. The People's Liberation Army, the armed police, the paramilitary militia force, and medical and health personnel have rushed to the disaster area to rescue those injured during the quake.
Moreover, the Chinese International Rescue Team, and rescue teams deployed from Sichuan, Chongqing, Shandong and other provinces, municipalities or autonomous regions arrived at the quake-hit areas one after another for the search for and rescue of those quake victims among the debris.
Meanwhile, related maintenance personnel are seizing every minute to rush-repair roads, highways and faltered public utilities so as to enable rescue workers to reach the most devastated areas in the shortest period of time. This has fully shown that the "life of the people is above everything else" in the minds of the Party and government and hearts of all rescuers.
Saving lives is the most critical and essential in the anti-quake and relief work. The outlook that "people come first" is the core of the quake relief, and racing against time to rescue people poses the top priority. So, all quake relief efforts should be centered on the chief purpose of rescuing people. At this critical juncture, those faced with a risky, hazardous situation are in the most anxious mood to be out of danger, and so nothing is more important than to be among with the masses of people and to go all out to save their life.
Hence, we will exert ourselves whenever there is a faint hope and, wherever there is any possibility, we are ready to pay the highest prices. Whenever anyone is still left in the debris, we will proceed with our rescue bid.
"Life means life, and efficiency means life." To ensure the safety of people in the disaster area, we will do our utmost to resume road transport, electric power and water supply and telecommunication service as soon as possible by surmounting all difficulties and removing all obstacles, and we shall try all means to send food, drinking water, medicine, tents, clothing and cotton-padded quilts to the quake-hit areas so that the quake-affected people shall have clothes to wear, clean water to drink and temporary shelters to live in. It is also imperative to settle the quake victims appropriately and give timely treatment to those besieged or injured, and arrange the livelihoods of people in the disaster area, so that they can feel warmth with their mood soothed and their courage plucked up to tide over difficulties caused by the quake.
Furthermore, the quake relief should be organized and carried out in a scientific way, so as to help coordinate, integrate or relocate resources and strength and divert them to where they are needed most to raise the efficiency and accelerate the progress of the relief work.
In the teeth of an unexpected tremor, the Party and government remains the mainstay of the people in the quake-hit areas. The Party committees and governments at various levels should prioritize the protection of the people's safety – being keen on meeting their needs and eager to help those in need, mulling over every detail in the relief work and bringing their initiative into full play. Only in this way, can the masses of people are able to face up and overcome difficulties with one heart and one mind and to turn themselves into a great, cohesive force to cope with the natural calamity.
