But the Internet has also fueled irrationality among Web users, according to a commentary carried by the China Youth Daily.

"If the authorities do nothing about public opinion it will lead to social instability, but if control of it is too stringent, awareness of democracy and political participation will be affected," Liu Xiaoying said.

Liu offered recommendations to ensure that use of the Internet as a social forum be more effective and forums more credible. He said users should clarify facts as soon as possible so that websites can play a useful role in guiding public opinion, rather than misleading.

However, Lu Jinbo, a well-known blogger, wrote that he doubted so-called "online public opinion," noting that many a Chinese web users" online opinions are ones of nationalism, hatred and prejudice.

"I am looking forward to more rational, insightful and righteous voices from the young with a global perspective on the Internet," Lu said.
