As reform and opening up deepens, China's system of selecting students for overseas education using state funds has entered a new stage of development.
Statistics showed continuously increasing numbers of students sent abroad by the state; and a higher proportion of them have returned. In 2007, the number of students sent out tripled over past years. The number of destination countries and cooperative projects also increased; and methods of cooperation diversified. The state has clearer guidelines for disciplines, and has key areas for financial support.
Meanwhile, the education level of candidates has also improved, and many postgraduate students are being sent out.
