A female CCTV reporter over 20 years old named Wang, was defrauded and told to perform sexual favors in order to secure a Beijing residence permit.

The reporter met a man, who pretended to be a high ranking government official called Cheng Chaojun, and asked him for help in securing a local residence permit on October, 2007. Cheng promised to do it for her.

On April, 2008, Cheng Chaojun asked the hapless reporter to give him 24,000 RMB for the residence permit.

However, he didn't provide the residence permit for her.

Soon afterwards, Cheng offered her a part-time position working for "Guoqing Neican", a periodical on the state of the nation that is circulated only in high government circles.

Cheng claimed to be a chief editor there and said that the reporter would be required to take care of "special duties."

He asked the reporter to write a special letter guaranteeing that she would "put national interest above everything, and be willing to ‘contribute her flesh' for the sake of the national interest."

Cheng's explanation of "contribute flesh" was simply that as a special employee, the reporter would be expected to play different roles at different times.

After she wrote this agreement, Cheng then brought the reporter to a hotel under the pretense of conducting a physical examination.

The two then began a sexual relationship while the reporter's residence permit remained in limbo.

On May 2008, when Cheng was hauled in for posting illegal ads, the police discovered a photocopy of the reporter's residence permit and the incident came to light.
