Wuhan outs 'uncivilized citizens' with weekly list

A local government department of Wuhan, capital of central China's Hubei Province, released a list of 40 uncultured citizens in four groups in local newspapers and websites on March 18.

The citizens included those who ran red lights, illegally parked vehicles, jaywalked or littered. This has attracted particular public attention and is the city's first time to expose uncivilized citizens with bad behaviors through the media since Wuhan launched the campaign of cleaning up improper behaviors from the start of this year.

The 40 citizens exposed were randomly selected and were already fined and educated by law-enforcement personnel, including traffic police officers. The authorities released the information regarding the time and locations for the investigation of such improper behaviors, the plate numbers of the related vehicles and the names of vehicle owners, and the related punishment results. The authorities also exposed photos of some improper behaviors that mainly occurred between March 7 and March 11.

The city will further regulate various types of improper behaviors in 2011, exposing a group of "uncivilized citizens" per week and ranking major service units, such as railway stations, in terms of their civilized levels. Wuhan is currently focusing on regulating four types of improper behaviors, namely running red lights, illegally crossing roads, parking vehicles in a disorderly fashion and littering. An officer said that any citizen can possibly be exposed, which includes leading government officials.

Furthermore, the vehicles of government units will be under particular surveillance, according to a recent work meeting on the public participation in creating the spiritual civilization in Wuhan. Major domestic websites have covered the list of the uncivilized citizens, and around 10,000 netizens have expressed their opinions on this topic.
