China's cultural input generally inadequate
According to the Bureau of the National Secretary of Culture, China's culture investment is insufficient; and cultural facilities are backward, especially in rural areas. Public cultural input is seriously inadequate.
In 2006, financial departments in rural areas invested a total of 4.46 billion yuan into cultural development: only 28.5 percent of the country's total cultural financial investment. The proportion of urban cultural investment is as much as 71.5%: 43 percentage points higher than in rural areas. Deducting investment in the county's cultural institutions, in 2006, only 1.09 billion yuan was given to township cultural centers – 1.48 yuan per farmer – which provide 737 million farmers with cultural services. A severe shortage of publicly – financed cultural investment results in a majority of inadequate cultural facilities in backward rural areas and farmers who have a poor cultural life.
Therefore, the Ministry of Culture will coordinate urban and rural cultural development this year; and will make publicly-financed cultural investment, building cultural facilities and the protection of the rural grass-roots our focus. We will gradually establish urban cultural services to facilitate the radiation of culture into rural areas and alter the culturally backward conditions of rural areas.
