Altay Prefecture's political, economic center relocating to Fuhai County

The new location of the political and economic center of Altay Prefecture in Xinjiang Uyghur Autonomous Region will be moved from the city of Altay to Fuhai County, according to the prefecture's government.

Three years later, a new city will appear on the banks of Ulungur Lake and become the new political and economic center of Altay Prefecture.

Yao Zhenchong, deputy commander of the construction headquarters of the Fuhai New District, said that the construction plans were approved by the regional government of Xinjiang on August 2010.

The Fuhai New District, involving a total of 5 billion yuan of investments, will be located next to the existing Fuhai County of Altay Prefecture. Currently, the project has entered the construction phase. According to plans, it will take three years for the New District to take shape, and by then the district will have roads, an electricity supply, a water supply, a drainage system, a communications system, a gas supply and smooth open space as well as office buildings for administration and other public service facilities.

According to sources, the Fuhai New District will include administrative residential areas, railway stations and industrial parks. The plan shows that the Fuhai New District will be constructed as a low-carbon and eco-friendly industrial highland city surrounding the Altay Mountains.

It will fully use resources such as solar and wind energy to solve the problem of urban energy supply, reflecting the design concepts of energy saving and environmental protection.

Fuhai County, located at the northern edge of the Gurbantünggüt Desert in the Dzungarian Basin and close to the water systems of the Erqisi River and Ulungur River, has Hongshanzui Port, a first-class national port that is open to Mongolia.

An official from the administrative office of Altay Prefecture said that the regional government decided to move the political and economic center to Fuhai County because its advantages, including traffic location, mineral resources, land resources and water resources, can satisfy the demand of the economic and social development of Altay Prefecture.

Due to rapid economic and social development in recent years, Altay Prefecture, located in the northern part of Xinjiang, began to transform its economic development mode from focusing on agriculture and animal husbandry to industrialization.

However, the city of Altay, where the prefecture Party committee and administrative offices are headquartered, cannot provide favorable conditions for industrial development because the city has limited space and cannot play the leading role. Therefore, Altay Prefecture needs a new city to rely on.
