At the opening of the 17th Party congress, many overseas readers were curious about the status of China's import of overseas intelligence. In response to their inquiry, a People's Daily correspondent interviewed Ji Yunshi, Director of the State Bureau of Foreign Experts Affairs.
China attracts 2.2 million personnel from abroad Ji Yunshi said that over the past five years, China has taken scientific development as a leading principle and implemented a policy of enhancing China with science and technology and education. China has welcomed 2.2 million personnel including experts and professionals from other countries and Taiwan, Hong Kong and Macao. China has also sent 200,000 personnel from the government and enterprises to study abroad.
Mr. Ji said there has been new progress and innovation in the introduction of overseas intelligence. At the end of 2003, the national conference on the work of professionals convened in China. The Chinese government has an overall plan for professional work that emphasizes the unique position and role of overseas intellectuals in China. China carried out the policy of utilizing human resources both at home and from abroad. The guidelines for welcoming overseas intellectuals are introducing professionals according to our needs and goals, so as to achieve effective and expected results. Key areas such as the high-tech, finance, law, trade and management fields have been affected by this introduction. China also introduced professionals into China according to international practice and market rules.
Mr. Ji said China has fulfilled all legal procedures to invite overseas experts to come to work in China. This is helpful in protecting the legitimate rights of foreign experts who work in China. China also has made arrangements for long-term and permanent stays in China. It has also set up an assimilation system for overseas intellectuals and professionals.
Six achievements made in five years Ji Yunshi said China has made six achievements over the past five years. First, it has achieved economic development. In the area of agriculture, China has introduced advanced planting technology; and a number of agriculture, forestry and animal husbandry products from overseas have come to and developed in China.
Second, it has coordinated development within different regions. For example, the development of infrastructure, environmental protection, and special industries and tourism resources in western China has learned from the experiences of developed countries. In the last 5 years, 150,000 foreign personnel have worked in western China; while 30,000 people have been sent abroad for study.
Third, it is establishing an innovative country. China has cooperated with educational and scientific research sectors to invite well-known teachers and professors from abroad; and introduced programs that promote innovation, research and development within key enterprises.
Fourth, it has the capacity to build an intellectual team. China has sent a large number of party leaders, enterprise management personnel, and special technology and expertise abroad.
Fifth, it is building a socialist harmonious society. To carry out the “project of the harmonious light,” China has introduced programs in the medical care and health sector, in cultural fields, community construction, and social guarantee.
Sixth, the status of international cooperation and exchange has changed. International professional exchange is visible in both government and non-government organizations. The State Bureau of Foreign Experts Affairs have arranged regular exchanges with more than 370 organizations from abroad. China has also established 19 international professional markets. Approximately 280 foreign experts from over 40 countries have won the Friendship Awards in the past five years.
