The National People's Congress (NPC) is the highest organ of state power in China. According the Constitution and relevant laws, the NPC has the power to elect and remove the following:
-- members of the NPC Standing Committee, including its chairman, vice chairmen and secretary-general;
-- president and vice president of the People's Republic of China;
-- chairman of the Central Military Commission of the People's Republic of China;
-- president of the Supreme People's Court (SPC) and procurator-general of the Supreme People's Procuratorate (SPP).
The NPC also has the power to decide on the choice and removal of the following:
-- premier of the State Council (cabinet), vice premiers, state councilors, ministers, ministers in charge of commissions of the State Council, auditor-general, secretary-general of the State Council, governor of the People's Bank of China (central bank);
-- vice chairmen and members of the Central Military Commission of the People's Republic of China.
When the NPC is not in session, its Standing Committee has the power to decide on the choice and removal of the following:
-- ministers, ministers in charge of commissions of the State Council, auditor-general, secretary-general of the State Council and governor of the People's Bank of China;
-- vice chairmen and members of the state Central Military Commission;
-- SPC vice president and judges, president of the Military Court, SPP deputy procurators-general and procurators, and chief procurator of the Military Procuratorate.
The NPC Standing Committee, when the NPC is not in session, also has the power to approve the appointment and recall of the following:
-- chief procurators of the procuratorates of provinces, autonomous regions and municipalities;
-- plenipotentiary representatives abroad;
-- some deputy directors and members of NPC special committees;
-- vice secretary-general as well as chairmen, vice chairmen and members of commissions under the NPC Standing Committee. Source:Xinhua
