In 1985, given China's reform and opening up, medical and health system reform also began.

The core idea of medical reform is: decentralization of power, transfer of profits and expansion of the decision-making rights of hospitals. The attitude of the government is: policy support instead of money support. Under the policy, drugs price can be increased by 15% so as to make up for inadequate government input.

In September 1992, Ministry of Health asked the hospitals to "help out medical through industry" under the State Council's suggestion.

On July 18, 1994, the State Council published the "Decision of deepening the urban housing system reform" and clarified the content of urban housing system reform, which includes changing welfare housing distribution to work- based money subsidy distribution and the establishment of housing accumulation fund system.



In 2000, the country further deepened the reform and extended the coverage to institutional mechanisms and structural problems.
