When Jiang Wei was transferred from the army and returned to his hometown in Dalian City, Liaoning, in 1980, he took the 400 yuan his younger sister had earned and opened 'Zhaozhaokan' photography booth outside the entrance of the Dalian Zoo.

In February 1984, a Hong Kong businessman, surnamed Liao, came on a scouting trip to Dalian.

Upon hearing of "Jiang Wei Photography and Book Company" in Dalian, he wanted to meet this young man and became very interested in Jiang after their meeting.

On April 13, 1984, Jiang received from the State Administration for Industry & Commerce China's first private enterprise business license.

In August of the same year, heading China's first private enterprise, Jiang partnered with a foreign business to form a joint venture, Guangcai Industrial Company.

Afterwards, private enterprises that had been absent the past 27 years started to reappear in documents with the national emblem. (The Constitution at one time declared that from 1957 all Chinese private enterprises would be abolished)
