Hangzhou, capital of Zhejiang province, announced that it would dedicate five years to building the "cleanest city" in China, and to improving the quality of the residents' living environment. To ensure capital investment, the city's financial department will allocate 5 percent of the annual total value of land use fees-with an amount of no less than 200 million Yuan-and set up special city management funds.
The specific objectives of "the cleanest city" are: cleanliness, quiet, green, using hydrophilic technology, eliminating visible pollution, and achieve the aim for a "better city where masses receive benefits". A "clean city" not only refers to cleanliness and social consciousness, but also includes perfecting basic foundations, improving the ecological quality, enhancing the level of public sanitation, and promoting a "clean city" that extends from the city to the countryside.
