BEIJING, Nov. 15 (Xinhua) -- Party members and officials with various central government departments have been urged to study and follow the essence of the 18th National Congress to set an example for other groups and individuals.

In a circular released Thursday by the Work Committee of Central Government Departments under the Communist Party of China (CPC) Central Committee, such departments were described as bearing key responsibilities including advising on important policies, making decisions about public resources, approving major events and items, reviewing key cases and legal supervision.

Party members and officials with these departments were told to strictly study the report of the 18th CPC National Congress and the newly-amended CPC Constitution as well as "thoroughly and correctly" grasp the essence of the spirit of the congress in order to improve their work.

The committee urged Party members and officials to incorporate the spirit of the congress into detailed policies and measures while establishing a system that aims to promote scientific development and reforms of their central government departments.

Moreover, the circular stressed strengthened ideological construction, close ties between the CPC and the people as well as firm anti-corruption efforts -- points reflected in the report to the 18th CPC National Congress, which closed on Wednesday.
