CPC key meeting upgrades reform roadmap: expert

BEIJING, Dec. 6 (Xinhuanet) -- The CPC communique is an upgraded version of reform roadmap for China as it transcends the economic reform in a general sense, according to an expert of contemporary China studies.

“It puts people first, promotes social equity and justice and takes people’s well-being as the starting point,” said Hu Angang, director of Research Center for Contemporary China at Tsinghua University.

The communique was issued after the Third Plenary Session of the 18th CPC Central Committee from Nov. 9 to 12.

In an online interview with Gmw.cn lately, Hu explained the objective of the reforms is to make the socialism with Chinese characteristics more perfect, more dynamic and keep pace with the time to a higher degree.

Meanwhile, he stressed the communique pointed out for the first time an important concept of advancing modernization of the country's governing system and capabilities.

“And this is a great innovation, refreshing our knowledge of what modernization is and how to realize it,”Hu noted.

In his opinion, the new concept will make the reforms more systematic and more coordinated so as to speed up a socialist market economy, democracy, cultural development, social harmony and ecological progress.

From a scholar’s perspective, Hu held, a nation’s modernization can be seen from two sides.

From the one, advancing economic, political, cultural, and social progress -- the tangible, while from the other, pushing forward institutional building as a basic condition of a country -- the intangible.

“Just like air, though invisible and untouchable, it is indispensable to us,” he emphasized, “We need not only material modernization, but also institutional modernization.”

Hu further noted that setting up a central leading team for overall reforms is another significant feature of the communique.

It will be conducive to pushing forward the reform in an all-round manner, he said.

The team will be in charge of designing reforms on an overall basis, arranging and coordinating reforms, pushing forward reforms as a whole, and supervising the implementation of reform plans, according to Hu.
