
After the earthquake hit Yiliang County in southwest China's Yunnan province, the Chinese People's Liberation Army (PLA) and the Chinese Armed Police Force (APF) took quick actions and made all-out efforts in the local quake-relief work by resolutely implementing the decisions and directions made by President Hu Jintao and the Central Military Commission (CMC).
The CMC called a special meeting at 09:00 on September 8 for studying and arranging to implement the important directions by President Hu Jintao to assist local quake-relief work. Guo Boxiong and Xu Caihou, members of the Political Bureau of the Central Committee of the Communist Party of China and vice chairmen of the CMC, put forward specific requirements respectively.
Zhang Qinsheng, deputy chief of general staff of the PLA, led the PLA headquarters/departments working group to arrive at the quake-hit area on the afternoon of September 8 by plane to command and coordinate the disaster-relief operations of the PLA and APF troops on site.
The PLA General Staff Headquarters (GSH) and the General Political Department (GPD) respectively issued their instructions on putting into practice President Hu Jintao's important directions and well fulfilling quake-fighting and disaster-relief work. They asked all the disaster-relief troops to give top priority to saving residents' lives and make every effort to rescue people's lives and properties; to enhance the home-entry efforts in villages and actively assist local authorities to settle disaster-affected residents; and to carry out medical tours and antiepidemic disinfection to prevent epidemic outbreak.
The PLA General Logistics Department (GLD) and the General Armaments Department (GAD) also launched emergency mechanisms at the first time to quickly carry out earthquake-relief material and equipment support work.
As of 18:00 of September 8, the PLA and APF have dispatched over 3,200 people and organized 4,000-odd militiamen and reservists to participate in the on-the-site rescue and relief work mainly including searching and rescuing, treating the wounded, transferring local people, and clearing road.
