
The television and telephone conference on national conscription was held on September 12, 2012 in Beijing to make arrangements for the 2012 winter conscription work. The conscription work will be started from November 1 and completed on December 31.
The conference pointed out that local governments and military organs at all levels should focus on ensuring the quality of new recruits and intensify efforts to recruit the youth with senior high school education background and above, so as to improve the overall quality of new recruits at the root.
According to the revised Military Service Law of the People's Republic of China, from this winter on, the ratio limit on recruiting non-agricultural youth will be cancelled, and the deferment of military service for students in full-time regular colleges and universities will be called off. The age limit on recruited graduates from higher vocational colleges will be expanded to 23, and that on recruited graduates with bachelor degree and above will be expanded to 24.
Conscription for female soldiers will still be open to this year's college graduates, students in colleges and universities, and this year's regular senior high school graduates.
Sun Jianguo, deputy chief of general staff of the Chinese People's Liberation Army (PLA), and Xiao Yaqing, deputy secretary general of the State Council of the People's Republic of China (PRC), attended and addressed the conference at the main conference venue. Main leaders from PLA units above the army corps level as well as leaders in charge of conscription work from the people's governments of various provinces, autonomous regions and municipalities directly under the Central Government attended the conference at 575 conference sub-venues.
