
The working conference on the health capacity building for all the troop units of the Chinese People's Liberation Army (PLA) which ended on September 28, 2012 in Guangzhou proposed that the health capacity building in all the PLA troop units in the future should strive to enhance six capabilities, namely health maintenance, disease prevention, emergency handling, telemedicine, psychological service and accompanying support.
According to the unified arrangement of the PLA General Logistics Department (GLD), the health capacity building in troop units will achieve the overall goal of effectively meeting the constantly-increasing reasonable health needs from officers and men and the troop units' medical service support needs for fulfilling diversified military tasks by 2015. To this end, it is required that 90 percent of hospitals at division and brigade levels as well as health agencies at brigade and regiment levels in border and coastal defense troop units should set up digital high-definition two-way telemedicine stations, all the health agencies in troop units at regiment level and below should establish network medical service stations, the physical examination rate for officers and men in troop units should reach over 98 percent, electronic health records should be set up for all the officers and men, all the health agencies in troop units at regiment level and above should possess early treatment capability for group illness and infectious diseases and realize online management of health information, psychological health service rate for officers and men in troop units should reach 100 percent, and assignment training rate for health officers should reach 100 percent.
Qin Yinhe, deputy director of the GLD of the PLA, Xu Fenlin, commander of the PLA Guangzhou Military Area Command (MAC), Zhang Yang, political commissar of the Guangzhou MAC, and leaders from relevant departments of the Ministry of Health of the People's Republic of China and the four general headquarters/ departments of the PLA as well as leaders from the joint logistics departments of the PLA major organizations attended the conference.
