Guan Youfei holds that to faithfully fulfill its mission and tasks, the Chinese People's Liberation Army (PLA) has established a strategic thought of "effectively handle multiple safety threats and fulfill diversified military tasks", and carried out a large amount of diversified military operations with rich contents. Diversification has become a prominent feature for the application of armed forces.

Some people asked "Does the PLA's frequent going abroad mean a change of its defensive national defense policy? Would it pose any threat to other countries?" and "Would the missions like disaster-relief and international peacekeeping frequently carried out by the PLA affect its combat effectiveness and undermine its capability to defend the nation?" Other people claimed "Now that China's military strength is well-developed, it has not done a good job on fulfilling international obligation."
