Industrial Economic Plan for poorer regions

If I were to be the major of a Chinese city where there were to be some poverty.

First confistate ritch tax evaders and sell property of the government as financial reserve, increase income of high demand and decrease income of low demand. Then start building Landfill, Recycling Centers & Storage Deposits, ask nearby cities if they would deposit recyclable waste for a modest price at our landfill. Build new Industry close to the storage deposits & recycling center, build Economy at a different cleaner location surrounded by newly built houses and lots of trees.

Newly built Clean Industry & Economy should correspond because of Products not location.

I was thinking which market would be sufficient for a poorer society, that would be affordable Bathroom Interior Design & Equipment. The resources gathered at the recycling centers should also include metals, which would be used to make bathroom equipment such as water filters which are very important for public health. Which would be a major job oppertunity & social improvement for Plumbers.

As major would I earn lots of income from recycling centers, business deals, economical taxes, industrial taxes & residential taxes by building new homes, new economy & new industry; not by increasing taxes, but by building more of those indigenous companies who really need to expand & progress. When the income of the government is greater, can the taxes be a little bit lower and cut on salary of the ritch and deflate prices of essential utilities.

The next phase would be volunteers who create lots of fertile land and natural environments for parks and recreation.

The clean up of polluted land is very important, so that the environment becomes clean because of clean industry and toxic clean up services. So that there is a clean environment, great income, adequate expenses which are an investment.

It begins all with gathering resources for recycling centers, that's why you need to first build landfill; then recycling centers, then industry, then esidents/economy/trees. Plumbers, Bathroom Interior & Equipment is a great Industrial & Economical basis for poorer societies, essential products need deflation to increase interest and increase income due to economical & industrial taxes because of the rent of industrial & economical buildings.

That's the structural basis to advance to a next level of spending on building a clean water system with Water Destilation.
