THE city has halted all road maintenance work on expressways after five workers were killed and three others injured when they were hit by an out-of-control car on a section of a local expressway on Monday.
The car driver, surnamed Mao, has been detained by police. Mao apparently told police "he was picking up his glasses" when he lost control of the car and crashed into the road barriers, knocking down the workers. Mao, 18, had just acquired a driving license in July. Mao's father was sitting next to him in the car.
The injured were in stable condition at a hospital on Chongming Island.
The company did not "set up enough cordoned-off area around the work site" as required by regulations, according to a local television report yesterday. It was unclear whether alert signs were put up at the work site.
Maintenance work on expressways was halted over safety concerns, officials said.
Local road maintenance crews have been victims of several fatal accidents over the past two years which have left 11 workers dead. In most cases the accidents were caused by reckless driving or speeding.
