Guizhou Community-based Drug Detoxification & Rehabilitation Sunshine Project Seminar 2012 was held on Sept. 1, 2012. Scholars and experts indicated that the new model of community-based drugs detoxification and rehabilitation – Sunshine Project has successfully addressed three worldwide troubles in narcotics control, namely challenges in withdrawal consolidation, personnel supervision and control, and social inclusion. Its employment-based drugs treatment initiatives have become a new trend of China’s drugs control.
“Guizhou faces severe drugs problems consisting of serious narcotics transit, highlighted outsiders’ drug trade here and abuse of synthetic drugs” said Cui Yadong, member of Standing Committee, secretary of Politics and Law Committee, director of Guizhou Province Narcotics Control Committee and head of Public Security Department of Guizhou Province.
Guizhou has gradually established a creative four-in-one model integrating physiological detoxification, psychosomatic recovery, job placement and social inclusion into one task in its continuous pursuit of new path of narcotics control with the purpose of shrinking the drugs market and fundamentally reverse the situations of drugs control.
“Sunshine Project” is well recognized by Meng Jianzhu, state councilor and minister of the Public Security. He said this four-in-one approach has not only established a platform where the rehabilitated can resume their confidence, dignity and find who they are, but also taken away the public discrimination against them. It is a valuable exploration in the innovation of social administration which well embodied these people’s value, confidence and esteem.
