Deliberation on Formulating Regulations on the Recovery, Return, and Job Placement of Drug Rehabilitation Personnel Based on the Experience in Guizhou’s "Sunshine Project" for Community-based Drug Rehabilitation and Recovery

Under the leadership of Guizhou Provincial Party Committee and government, the drug control authorities in the province carefully implement the Anti-Drug Law of the People’s Republic of China and the Regulations on Drug Rehabilitation of the State Council, closely focus on strengthening and innovating social management, and have created a new mode of “Sunshine Project” for community-based drug rehabilitation and recovery (hereinafter referred to as “Sunshine Project”), which has been fully affirmed by the leaders of the central government and asked to be promoted nationwide. Cui Yadong, member of the Standing Committee of the CPC Guizhou Provincial Committee, secretary of the Commission of Politics and Law, director of Guizhou Drug Control Commission, and chief of Guizhou Public Security Department, introduced the experience of Guizhou at the plenary session of the National Drug Control Commission. The National Drug Control Commission held a national community-based drug rehabilitation and recovery meeting in Guizhou. Based on carefully summarized Guizhou’s experience in the “Sunshine Project,” formulating the Regulations on the Recovery, Return, and Job Placement of Drug Rehabilitation Personnel through the legislation of the State Council is an important measure for the community-based drug rehabilitation and recovery work to embark on a standard and legal road, and is also important law and system guarantee for doing well in the assistance, education, management, and job placement for drug addicts.
