After graduating from junior college, Guo Xin, from northwest China's Gansu province, came to work in Tianjin as an offshore oil worker. In the following eight years, he bought a home, got married and had a child through hard work. Guo Xin has taken root in Tianjin, but he always expects to be a real Tianjin citizen, in other words, to have a Tianjin hukou - a household registration record officially identifies a person as a resident of an area in China. As his child grows up, his aspiration for a Tianjin hukou becomes more and more urgent. But his efforts all end up in disappointment since he has to satisfy a series of conditions to get a Tianjin hukou.
In 2013, he posted his story on the "massage board for local leaders" on People's Daily Online. At the same time, the election of "Outstanding Outside Contributor" in Binhai New Area of Tianjin had just begun. Winners and his/her families will be awarded with Tianjin hukou besides medals and certificates. Guo Xin's story soon caught the attention of the leaders of Binhai New Area. After verification, he got recommendation for the election. Now, Guo Xin's dream has come true: he and his family have got Tianjin hukou.
