During the communication, he shared his views as to how China should connect its opportunities with the world's opportunities.
Q: Mr. Xi Jinping said whether China's road of peaceful development can go through is mainly depends on whether we can transform the opportunities of the world into China's opportunity and whether we have ability to transform China's opportunity into the world's opportunities. How can we connect China's opportunity with the world's opportunity?
Cai: I think there are three important aspects we should grasp to realize this.
First, we should be able to grasp the opportunities. There are contradictions we can use, favorable conditions and opportunities. The key is to grasp the opportunities. This applies to our country, and also applies to the whole world.
Second, we should vigorously advocate the concept of win-win cooperation. Karl Marx once said that cooperation not only improves personal productivity but also create new productivity. Win-win cooperation, in fact, is to achieve the connection between China's opportunity and the world's opportunity; win-win cooperation applies not only to the economic field, but also applies to other related fields.
Third, we should resolutely reject the Cold War mentality and the old ideas of Zero-Sum Game, and properly handle the international competition and differences. We need to resolutely oppose the Cold War mentality, and the practice of hegemonies and power politics. We should properly handle competition, differences and frictions between countries through negotiations and consultations. China has completely solved the border issues with 12 of 14 neighboring countries through negotiations and consultations. We will resolutely thwart the conspiracy and the acts of those who seek to harm our interests through rational and favorable struggles.
