The U.S. Missile Defense Agency head, Henry A. Obering III, urged the Czech Parliament on Friday to approve the U.S. missile defense installation on Czech territory, saying a refusal would be very disappointing to the United States and NATO.

Lt. Gen. Obering said failure of this plan would be "a serious setback" and that the United States would still build its global missile shield and had a plan B in hand.

The Czech Parliament's lower chamber on Wednesday began debating an agreement on the missile defense installation near Prague.

The Czech government agreed to the deal but the agreement must also be approved by both houses of Parliament. The vote in the lower house is expected to be close.
