Xi'an High-tech Zone makes industrial economy breakthroughs by major projects

On July 29, on the party committee enlarged meeting of the High-tech Zone, Mr. Zhao Hongzhuan, a member of the CPC Standing Committee of Xi'an Municipality and Secretary of the Party Committee of Xi'an High-tech Zone, and Mr. An Jianli, Deputy Secretary of the Party Committee and Director of the Management Committee of Xi'an Hi-tech Zone, stressed to continue to vigorously implement development strategies of the top 100 projects and provide services for key projects to ensure their success. In addition, other principal leaders of the High-tech Zone also paid successive visits to the fields of key construction projects and carried out on-site office to propel the projects construction. These measures were implemented to carry out the educational activities of the Party's mass line, thus greatly promoting the construction of key projects and making the economy of the High-tech Zone maintain a rapid growth momentum.

The top 100 projects become the new engine of economic growth

This year, the High-tech Zone examined the 117 key projects through careful study, among which 49 are new ones, 19 under construction, 11 that are planned to complete during the year, and 6 that try to be settled, 10 supporting projects, 8 plate construction projects, and 14 projects concerning people's livelihood.

As to these key projects, the party committee members of the High-tech Zone set up a working group, which was subject to their management, to track the services for these projects in a "one-to-one" manner. The working group involves various functional departments of land and resources, demolition, municipal supporting facilities, administrative area, public security and so on. The mid-level and higher leaders of the High-tech Zone were in charge of the projects in accordance with their departmental functions in order that these projects were carried out smoothly. The High-tech Zone leaders were also required to strengthen communications and contacts with the project companies, namely, at least one contact with each company per month and on-site visits for two or more times per month; help them solve practical problems; propose comments and suggestions on related issues; and coordinate and maintain close touch with the service team to promote the project construction.

In addition, faced with the new development environment, Xi'an High-tech Zone will build an organization system and a propulsion mechanism of strong leadership, clear duty and quantified objectives to deal with key jobs, industries, projects and areas. What's more, the zone should set up the working system of "each project should be equipped with one leader, one representative, one service program and one working schedule", and establish the working method of "working at the front line", according to which leaders should go to the front line to solve the problems there, strengthen coordination among various departments and improve the execution capability, so as to push forward the implementation of projects.

According to the information, through the implementation of the development strategy for top 100 projects in the High-tech Zone, good results have been achieved. In the first half of this year, Samsung and its supporting projects have finished a total investment of RMB6.009 billion, accounting for 60.09% of the annual task. 55 municipal key construction projects have achieved a total investment of RMB12.213 billion, accounting for 64% of the annual target, among which eight provincial key projects realized a total investment of RMB6.623 billion, accounting for 61% of the annual objectives. All of these achievements have made great contributions to the economic development of the High-tech Zone and thus major projects become strong support for industrial development.
