NPC Deputies and CPPCC Members Discuss Party Building in New Period

Hu Changqing, a corrupt element who indulged in bribe-taking to madly accumulate wealth by unfair means, was executed on March 8 in Nanchang, the capital of Jiangxi Province. The gunshot once again demonstrates the determination of the Chinese Communist Party to push ahead the reform and opening-up drive on the one hand, and punish corrupt elements on the other hand. It has also brought up the topic of discussion among NPC deputies and CPPCC members attending the "two sessions" on strengthening Party building in the new period. They reached the consensus: The Party Central Committee with Comrade Jiang Zemin at the core has, in light of the new situation over the past decade and centered around the Party's central task, made a series of important decisions and arrangements on Party building and has scored noticeable achievements in this regard. Party building is key to the success in China's own affairs. Under the condition of constant change of events in the contemporary world and in the great practice of the reform, opening-up and modernization drive of contemporary China, we must build our Party into a Marxist political party which is armed with Deng Xiaoping Theory, serves the people wholeheartedly, is fully consolidated ideologically, politically and organizationally and capable of withstanding various risks, and always advancing in the van of the times. Only when the Party is successfully built up, which is always the faithful representative of the development requirement of China's advanced social productive forces, the way forward of China's advanced culture and the fundamental interests of the broad masses of the people, and when it always maintains its own advanced nature and strong combat effectiveness and creative power, can the Party guarantee the long-term peace and stability of the country and can it lead the people of all nationalities of the whole country to march forward with great strides and to achieve the magnificent goal.

Deputies Ren Shimao and Sun Zhigang from Hubei Province said: Since the initiation of the reform and opening policy, particularly in the past 10 years, the Party Central Committee with Comrade Jiang Zemin at the core has set down the goal for Party building in the new period, and has made clear arrangements for and achieved notable results in the Party's ideological and theoretical construction, the construction of cadre ranks, in institutional construction with the system of democratic centralism as the main content, in the construction of grass-roots organizations, in the construction of Party style of work and clean and honest government, and in the struggle against corruption. In really living up to the requirement of three "always- representing" set forth by Comrade Jiang Zemin, the important thing is to strengthen the building of the Party itself, train and select young cadres, and establish a contingent of highly qualified cadres. The "three-emphasis" education (emphasis on theoretical study, political awareness and healthy ethics) has made successful exploration and practice in this respect and is a major pioneering move.

NPC deputy Zhang Tingdeng from Guangxi and CPPCC member Wu Xiuping from a democratic party said: Over the past few years, the CPC Central Committee, in light of the new situation, has set a general goal for Party building in the new period and stressed that leading cadres should be self-possessed, self-examined, self-vigilant and self-encouraging, adhere to the correct political direction, political stand, and political viewpoint, strictly observe Party discipline, and it has, indeed, achieved very good results. Over the past decade, the ranks of the Party have withstood various severe tests, the struggle launched last year against the heretic organization "Falun Gong" has once again proved that the ranks of the Party have combat effectiveness and can be trusted.

Deputy Ma Xianzhang from Henan Province and deputy Hong Kezhu from an engineering bureau said: The 61 million Party members are the key force in leading the people of the whole country in carrying out the reform, opening-up and modernization drive. How to strengthen and improve the Party's leadership concerns the life and death of the Party and the prosperity or decline, success or failure of the State. The CPC Central Committee with Comrade Jiang Zemin at the core has persistently put the Party's ideological and theoretical construction in the first place of Party building in the new period, vigorously promoted a Marxist style of study, persistently used Deng Xiaoping Theory to arm the minds of the whole Party, and repeatedly stressed the need for leading cadres to study, study and study again, it has indeed grasped the right thing in Party building.

Deputy Wu Jingrong from Sichuan Province remarked: The Party Central Committee has set forth the guideline for tackling both principal and secondary problems in the anti-corruption struggle, pointing out that education is the foundation, the legal system is the guarantee and supervision is the key, it has also made a series of major policy decisions, striving to prevent and control the breeding of corruption from its fountainhead. These guidelines and policies are of very important significance in strengthening and improving Party building.

Deputy Zeng Yuanlu from Chongqing Muncipality said: In recent years, in the building of Party organizations centered in rural areas, the Party has achieved remarkable progress in its efforts to strengthen and improve Party building in grass-root organizations, and to enhance the cohesive force and combat effectiveness of grass-root Party organizations.

NPC deputy Pan Yulan from Macao remarked: In the past two months or more since Macao's return to the motherland, the region has enjoyed a harmonious social atmosphere and stable social order, this shows that the CPC Central Committee's principle "one country, two systems" is entirely correct. To administrate the State, it is necessary to first manage the Party, and Party management must be strict. Mr. Jiang Zemin stressed the need to set strict demand on leading cadres, give them strict education and exercise strict supervision over them. Violation of laws and disciplines occurred among leading cadres must be strictly investigated and dealt with. The investigation and dealing with major cases occurred among high-ranking leaders such as Hu Changqing has enabled Macao compatriots to see clearly the central government's anti-corruption determination and actual deed. Like people of the whole country, Macao compatriots are full of confidence and trust in the Communist Party of China facing the new century and they are full of hope and vigor for the great cause of building socialism with Chinese characteristics.
