Li Peng on Party's Leadership over NPC's Work

Top legislator Li Peng said today that the Standing Committee of the National People's Congress (NPC) must consciously accept the leadership of the Communist Party of China (CPC) and completely carry out the Party's political line, principles and policies so as to ensure the implementation of the basic political line and fundamental principles.

At the on-going 3rd Session of the 9th NPC, Li Peng said the NPC Standing Committee should underline four major points in its work: First, the committee should consciously accept the Party leadership over its work; second, it should integrate its support and its supervision over the State Council, the Supreme People's Court and Supreme People's Procuratorate so as to ensure uprightness in jurisdiction work.

Third, he said, the NPC Standing Committee must increase its tie with the masses of people and subject itself to supervision by the people.

Fourth, it should strengthen tie with people's congress in localities in a bid to jointly promote democratic and legal construction in the country.

Regarding the Party's leadership, Li Peng noted that the CPC, as a party in power, will exercise its leadership over and support the people in exercising state power. The people's congress performs its power and duties in administering the country according to law on behalf of the people.

He went on to say that adherence to Party leadership over the work of the people's congress is fully identical with giving scope to the role of state organs. And, similarly, keeping to Party leadership is also identical with acting according to law, with upholding the authority of the Constitutions and laws.

The NPC Standing Committee should completely implement Party's line, principle and policies in its work of legislation and supervision, he said. It should combine its adherence to Party's leadership and realization of the people's status as master of their country with its efforts to act according to law so as to guarantee the full implementation of basic line and principles.

Moreover, On the people's congress' supervision over the work of the government, courts and procuratorates, he said that although the NPC performs different functions with regard to "the government, the Supreme People's Court and the Supreme People's Procuratorate," their objectives are identical and they represents and work for the people's fundamental interests for the sake of socialist construction with Chinese characteristics.

On this point, he explained, people's congress' supervision over the government, the Supreme People's Courts and Procuratorate also means a kind of support. Through the means of supervision, the NPC will assist and support the government, the Supreme People's Court and Procuratorate in doing a still better job in administration according to law and in upholding justice.

Li Peng also spoke on the importance of the NPC and its standing committee's tie with the masses of people and with local people's congresses.

Last year, the NPC Standing Committee handled a total of 229 motions raised by the NPC deputies during the 2nd Session of the 9 th NPC. Moreover, it received over 10,000 people who came with complaints and some 60,000 letters from across the country last year, and some of the problems reflected in these letters have been handled or been looked into, Li Peng said.
