Shanghai Initiated Expressway System

The Shanghai municipal government announced April 5 that its proposed expressway network will total 255 kilometres and estimated that the construction will need an investment of 10.2 billion yuan, or 1.2 billion US dollars.

Shanghai is promising the eventual expressway builder nine preferential policies. These include a preferential tax rate, free land use rights, assistance with collecting funds, the right to transfer ownership of the expressway system when it goes into operation, and allowing the investor to adjust toll fees according to price changes.

These preferential policies have attracted many investors. On the day the tender was announced, more than 300 companies sent in bids.
