Top Legislature to Inspect Enforcement of Law on Rural EnterprisesTo support the growth of rural enterprises and regulate their operation, China's National People' s Congress (NPC) Standing Committee will send four inspection teams to the countryside to see how effectively the Law on Rural Enterprises is being enforced.The inspection teams, headed by Buhe, vice chairman of the NPC Standing Committee, will go to Henan, Shaanxi, Zhejiang, Jiangxi, Shandong, Liaoning, Hunan Provinces and Chongqing Municipality next month. The inspection teams will also ask the standing committees of provincial people's congresses of Jiangsu, Sichuan, Gansu and Yunnan to carry out the same inspections and report to the NPC Standing Committee. Rural enterprises involve mainly those collectively-owned enterprises in the countryside that enjoy some preferential tax policies. The enterprises also are responsible for supporting local agricultural development. At the first meeting of the inspection teams held on April 20, Buhe noted that healthy development of rural enterprises is needed for the smooth operation of the national economy. The inspection will focus on how the authorities implement the law, regulating operation of the rural enterprises and protecting the legitimate rights of the enterprises. At the meeting, ministers from 13 ministries and a vice president of Supreme People's Court delivered reports on the enforcement of the law. Statistics showed that in 1999, there were 20.71 million rural enterprises across the country with 127 million employees. The rural enterprises produced an added value of 2488.3 billion yuan and paid 179 billion yuan in taxes. However, some problems have emerged during the development of rural enterprises. For instance, their profits are on the decline, their product quality is generally poor and some have become the major polluters in their localities.
