China Civil Aviation Deepens Reform

The Civil Aviation Administration of China (CAAC) is reportedly drawing up a general plan for deepening the reform.

According to Gao Hongfeng, deputy director of CAAC, the new round of reform will lead to the real separation of government administration from enterprise management. By then, the government will legally exercise its functions, enterprises will become the real mainstay of the market and the productive forces of civil aviation will be further liberated.

He said that the key points of this plan are, on the premise of guaranteeing safety, enhancing efficiency, and improving service, to steadily carry out reforms with the market as the orientation, the real separation of government administration from enterprise management as the main content; government trade management departments will conscientiously transform their functions, air transport enterprises will separate themselves from the CAAC, implement strategical adjustment and reorganization of these enterprises, and establish several sizeable air enterprise groups to turn them into the real mainstay of the market.

Since the start of the opening and reform policy, China civil aviation has maintained a comparatively high rate of growth. Since 1987, it has started major reform of the management system and preliminarily separated enterprises from the governmental administrative institutes and promoted the development of its productive forces.

Mr. Gao said that the reform of China civil aviation is a complicated and systematic project and needs a long process. While deepening the reform in the process, we must ensure security and try to increase economic benefits.
