Beijing to Raise Minimal Living Guarantee Standard

Beijing will adjust urban dwellers' lowest living guarantee standard as of July 1, so as to ensure that the living standards of these residents will rise with the enhancement of the overall social level

The relevant treatments pertinent to the present readjustment of urban residents' minimal living guarantee include:: employees' lowest pay rate, urban residents' minimal living guarantee standard, unemployment insurance premium standard; the basic living cost standard for laid-off workers, and the basic pension for retired personnel.

The lowest pay rate for employees will rise from the minimum 2.39 yuan/ hour and 400 yuan/ month in 1999 to 2.46 yuan/ hour and 412 yuan/ month; the lowest living guarantee standard for urban residents will be raised from the per-capita monthly income of 273-yuan in 1999 to 280 yuan, this, plus the 40 yuan monthly subsidy for grain and edible oil per capita, adds up to 320 yuan per capita per month; the standard of unemployment insurance premium is to be lifted from 291 to 374 yuan per capita each month in 1999 to 300-385 yuan; the basic living expenses of laid-off workers will increase from 286 yuan per capita each month to 296 yuan; each retired worker of enterprises will get an additional 30 yuan each month.

This is the fifth adjustment made by Beijing since 1996.
