China Emphasizes Noninterference in Conflict Prevention

China said Thursday that the principle of noninterference in internal affairs is essential in guiding U.N. conflict prevention activities.

Preventative measures should only be taken upon request or with the consent and cooperation by countries concerned, said Ambassador Wang Yingfan, Chinese Permanent Representative to the United Nations.

"Otherwise, the goal of conflict prevention cannot be fulfilled," he told the U.N. Security Council which dealt with the issue of the U.N. role in the prevention of armed conflicts in a day-long debate.

The Council should play a leading role in this respect and it should attach importance to the role of all regional organizations and cooperate with them, Wang said.

Such cooperation should be carried out on the basis where regional organizations observe the purposes and principles of the U.N. Charter and accept U.N. guidance and monitoring, Wang added.

He also noted the importance of addressing the issue of economic development in developing countries as it is essential for conflict prevention.
