China Forms New Mechanism for Crime Prevention: Li Peng

Li Peng, chairman of China's National People's Congress Standing Committee, said Thursday that the nation has put in place a new mechanism for crime prevention that stresses "education, build-up of the legal system and supervision."

Li made the remark at the opening ceremony of the 8th World Conference of Asia Crime Prevention Foundation in Beijing, attended by more than 750 judges, prosecutors, police officers, lawyers and legal experts from 69 countries and regions across the world.

"In dealing with crime, China has developed a strategy of attaching equal importance to cracking down and prevention," he said.

"In preventing crimes, education has been taken as the foundation, legal system construction as the guarantee, and supervision as the key," he said.

He said the theme of the conference, criminal justice and crime prevention, is of huge significance because the ancient enemy of human civilization is taking new forms in the modern world by taking advantage of new technologies and globalization.

He said he wanted to see prosecutors and other legal professionals and experts sharing more of their experiences and expanding mutual understanding as they work to establish a new world order for law.

Han Zhubin, procurator-general of China's Supreme People's Procuratorate, also outlined China's efforts in strengthening crime prevention.

"I believe that this meeting will further upgrade China's proficiency level in combating crime," he said.

Joseph Acikpo-Satchivi, representative of the secretary-general of the United Nations, also spoke at today's meeting, which was presided over by Minoru Shikita, chairman of the Asia Crime Prevention Foundation.

In the four-day meeting, delegates will explore ways to fight crimes committed with the aid of the Internet and other high-tech means and discuss the function of prosecutors in modern society and the role of the criminal justice system in alleviating poverty.

The Asia Crime Prevention Foundation, a non-governmental, non-political and non-profit organization founded in 1982, strives to promote sustainable development, peace and stability in Asia and the world through mutual cooperation and more effective policies and practices designed to aid crime prevention and promote criminal justice.
