7 Advantages for Cooperation Between HK- Macao and China's West

Chen Zuo'er, deputy director of Hong Kong and Macao Affairs Office of the State Council, recently made an incisive and concise analysis of the prospect for cooperation between China's western region and Hong Kong and Macao.

He thought that there are seven major fields for close cooperation between the two sides:

1) Finance - With ample funds and many fund-raising channels, Hong Kong can serve as the first choice and main window to help China's western regions raise money, get insurance and exchange and other financial services from outside China. The idea of choosing more well-performed enterprises to go listing in Hong Kong can be taken into consideration.

2) Trade - Hong Kong's international trade networks are scattered all over the world and its environment for developing trade and service facilities are advanced and complete, so the western region, while expanding its direct contacts with neighboring countries, can make effective use of Hong Kong's extensive international links by "chartering a ship to go to the sea", in this way, it can greatly shorten its distance from the international market.

3) Infrastructure - Although an enormous investment is needed for the construction of infrastructure in west China, as long as there is sure guarantee for reasonable returns on investment, the western region will be one of the hot spots for investment by Hong Kong and Macao enterprises, particularly Hong Kong's big consortiums.

4) Tourism - Because the west region of China has abundant human and natural tourist resources, while Hong Kong and Macao have fairly high tourism service level and overseas sales promotion and hotel management capabilities, so the advantages of the two sides can complement each other through a variety of forms such as co-funded travel services established between Hong Kong and Macao on the one hand and western provinces and autonomous regions on the other, and tourist itineraries established by Hong Kong, Macao and the western region as a whole.

5) Service - Hong Kong boasts a large number of professionals and technicians in the service fields of shipping, commerce, law, accounting, etc. China's west should draw more capital from Hong Kong, doing so will, on the one, provide relevant services for western development and, on the other hand, bring in advanced management expertise.

6) Scientific industry - Hong Kong and Macao, especially the former, enjoy capital and marketing advantages; the western region has great market potential and in many areas, enjoys the advantage of sci-tech talents, so the two sides can promote each other's strong points, and enter into cooperation in projects with high technological contents and market values, such as projects dealing in traditional Chinese medicines.

7) Education - Education is of great significance to the training of talents for western region development. The advantages of Hong Kong and Macao can be turned to good account to train more specialized economic management and service personnel for China's western regions.
