Chinese President Issues Three Decrees

President Jiang Zemin signed three presidential decrees Thursday, December 28, on the promulgation of the extradition law, regulations on services of military officers and a decision on the appointment and removal of two key ministers.

According to the decrees, the Law on Extradition and the decision on revising the Regulations on Services of Military Officers have been passed at the 19th meeting of the Standing Committee of the National People's Congress (NPC) and take effect as of Thursday.

A decree says that according to the decision passed at the NPC Standing Committee meeting Thursday, Zhang Fusen is appointed as justice minister, replacing Gao Changli; and Zhang Xuezhong as the minister of personnel, replacing Song Defu.
