Beijing Encourages Developing Software and IC Industries

The Beijing municipal government has recently published a series of preferential polices concerning financial subsidy, land and talents to encourage the development of software industry and the integrated circuit (IC) industry.

These policies also include revenue debating and others universally applicable in China, said the person in charge and he summarized them into the following three points:

  • First of all
  • , financial assistant: The city government has put aside some special funds for developing high-tech, microelectronic and software industries, etc.. To direct, support and subsidize the development of high-tech enterprises and the manufacturing project of IC, the government will give financial support of 15 percent investment of the registered capital, but won't take vote in decision-making or share the dividend and may transfer its share on a negotiated price. Furthermore it will give 1.5 - 2 percentage points loan interest allowance for the approved IC manufacturing projects.

  • Secondly
  • , preferential land-price: The municipal government will provide preferential land-use with a time limit of 30 years through the transfer of use-right. Producers of IC and software will be exempted from remising charge for the use of land; R&D institutions set up by foreign enterprise in Beijing would pay 75 percent of the charge only if they get right of use by means of remise.

  • Thirdly
  • , loose restriction on personnel management: It would offer assistance to the families of senior foreign management personnel to facilitate their living here in China. Talents with special technologies and management with no permanent residences in Beijing can move their residences to Beijing after three years working in Beijing. This year's graduates and postgraduates of colleges and scientific research institutions in Beijing can get long-term registered residences of Beijing directly should they are employed by high-tech enterprises in the Zhongguancun Science Park. Besides, the city would supply capital assistance to senior management personnel and special technicians of software and IC enterprises for establishing new enterprises, adding capital investment or purchasing houses and cars for the first time.

    As reported Beijing has programmed and launched grand innovation projects including construction of four bases of high-tech industries like software and microelectronics. With software, IC and information service industry taking the lead, Beijing has so far formed a reasonable layout of high-tech industry on the bases of computers and modern communication industry.
