Beijing Retrenches Half Administrative Staff

Reform in institutions of CPC Beijing Municipal Committee and Beijing municipal government has been basically completed after one year effort made, with the administrative manning quotas scaled down by 50 percent.

The said reform involves mainly a cut of administrative staff, raise of government officials' quality, straightening out administrative responsibilities and a change made of government functions, reported by Beijing Youth.

Sources told that prior to the reform 20 institutions had operated under CPC Beijing Municipal Committee. As a result of the reshuffle, it has got only an administrative setup of 12 working institutions and two leading organs with an administrative staff trimmed down by 20 percent. Leading posts for bureau-level cadres decreased by 32.4 percent and those at department level, 9 percent. Government administrators were cut to a half. There were 67 administrative organs before the reform. By now, the streamlined municipal government is merely composed of a general office, 25 structural institutions and 20 leading departments. Internal administrative setups were trimmed down by 19.3 percent. Posts for bureau-level officials decreased by 20.6 percent, and department level, 14.6 percent.

Government officials are now at an averaged younger age after the reform. Party leading cadres and government officials at age 35-under at the municipal level have come to take a proportion of 34.4 percent from 31.6 percent, those over 46, 27.6 percent, a 7 percent drop. As regards their educational level, about 53.8 percent are diploma holders with an academic level of college education or above, 7.3 percent up; the others with an education level of secondary technical/senior high schooling have decreased from 9.2 percent to 3.9 percent.
