Farmer NPC Deputy Proud of Serving People

Liang Jianguo, a 58-year-old farmer from Hubei Province in central China, might be one of the busiest delegates to the National People's Congress (NPC), the highest law-making body in China.

He worked for almost a whole night working on his proposals before he went to the Great Hall of the People Sunday morning to attend the preparatory meeting for the Fourth Session of the Ninth NPC, which is scheduled for Monday.

"I'm an NPC deputy from the grassroots, knowing only too well the life of the ordinary people. And it's my duty to exercise properly the right the people entrusted on me," said Liang, who runs a small grocery in a village in Suizhou City of Hubei.

During the last four years as an NPC deputy, Liang has raised 64 proposals or motions to the NPC. One of them, concerning the position of the private sector in the economy, was adopted when an amendment to China's Constitution was deliberated at the Second Session of the Ninth NPC two years ago.

"This is what I feel most proud of," said Liang, who is in dark blue tunic and trousers and cloth shoes.

As a deputy to the NPC, Liang is entitled to go to governments, courts and procuratorates at all levels to oversee their work, andmail his suggestions to the NPC Standing Committee, the State

Council, the Supreme People's Court and the Supreme People's Procuratorate.

Although this takes much of his time and energy, Liang said he is willing to do.

"As long as I am an NPC deputy, I'll do my best to serve the people," he said.
