Jiang Zemin Delivers Speech at Lecture on Legal System
Chinese President Jiang Zemin said Wednesday that more laws and regulations are needed for faster and healthier development of the country's information technology and network technology industries.

Jiang, also general secretary of the Central Committee of the Communist Party of China (CPC), said leaders at all levels should fully understand the importance of safeguarding and promoting the healthy development of information networks according to law.

China should take an advantageous position in the global development of information and network technology by speeding up the development of its information and network technologies and applying them to its endeavors in the economic, social, scientific, national defense, educational, cultural and legal fields, said Jiang.

At the same time, it is imperative to attach great importance to securing the safety of information networks by strengthening law enforcement, Jiang told a lecture on legal work, which was attended by senior CPC leaders.

Efforts should be made to formulate laws and regulations on information networks and improve the existing ones in China, he said.

Jiang said laws and regulations on the security system for information networks should be formulated and improved, while an administrative mechanism that prevents dissemination of harmful information via the network should be put in place.

He called for a legal framework that will make government affairs more transparent through the use of information networks, and expand the channels for the public to participate in and discuss political affairs.

Jiang stressed the need for a sound law enforcement mechanism on information networks to protect the legitimate interests of citizens, safeguard the country's political and economic security, and maintain and promote the healthy development of the information network industry in an orderly manner.

He said China should participate in the formulation of international laws concerning information networks, and train more much-needed information network professionals.

Among the senior CPC leaders present at the lecture were Li Peng, Zhu Rongji, Li Ruihuan, Hu Jintao and Wei Jianxing.

Prior to Jiang's speech, Zheng Chengsi, a researcher at the Chinese Academy of Social Sciences gave a lecture focusing on the development of information networks and law enforcement, the practice of other countries in this regard, and the current efforts to build China's legal system in the field of information networks.
