In the specific work, Lhasa complies with the principle, "surrounding residents and neighborhoods unite family for security and income increase". Based on "benefit link, family affection link, territory link, industrial link, and technical link", the representatives of united families are elected from the unit of 5 families in urban area or the unit of 10 families from farming and stockbreeding area (mainly party members, the leading rich, respectful olds, and enthusiast people for public welfare business). According to their threads, the public security bureau successfully uncovered tens of crimes related to the stability. Meanwhile, "Double-United-Family" and the key population control and teaching are combined together. All key personnel in the city are included in the united-family unit for mutual monitoring and timely report. In the whole year, key personnel neither are out of control nor cause trouble.

According to the statistics, based on the work mechanism of "Double-United-Family", Lhasa deals with more than 3,140 conflicts and disputes, helps 7,565 people in straitened circumstances, and collects more than 13,000 social conditions and public opinions in the whole year. Although with the disturbance and damage from the overseas separatist forces, there is no self-burning event in the city. Lhasa keeps peaceful and harmonious in key sensitive periods and key time nodes. Big religious events including "Saga Dawa" and "Sela Bengjian" are orderly and safe. The rates of exposed cases including criminal, security, and danger decrease by 59.5%, 32.8% and 62.5% compared to the same period of the last year. The sense of security and the satisfaction increases constantly among people.

Due to special geographic and social environment, Lhasa has poor infrastructures, where people have few channels to increase their income. The lack of technology and the lack of fund are the main barriers preventing the farmers and herdsmen from being rich. "Double-United-Family" becomes the new carrier for people to get rich and increase income because of the feature, "risk sharing and benefit sharing". By reference to experience and practice of provinces and cities in inland area, aiming to develop collective economy in farming and stockbreeding areas, Lhasa takes the lead to release Guiding Opinion on Establishing Village Industrial United-family Mutual Help Society and Implementation Plan. Lhasa strives to remove the fund bottleneck of the industrial development in "united-family for income increase". By means of united-family guarantee, united-family operation, united-family development, and united-family increment, Lhasa positively builds up the fund, policy, and project support platform of "united-family for income increase" to promote the industrial development and income increase in farming and stockbreeding areas.

Dui Sang, a farmer in Duodi Township, Chengguan District, Lhasa, would like to buy a truck for transportation all the time. However, he did not have enough money and could not find a guarantor to get a loan. By constantly expanding the production scale, every family increased the annual income by more than RMB10,000 averagely. In less than one year, Lhasa builds up 255 united-family operation organizations, and achieves the micro-credit united guarantee of more than RMB100 million. The great potential of the economic and industrial development in the farming and stockbreeding areas is greatly stimulated.

Develop from "Double-United" to "Ten-United";

In current environment of Lhasa, when you walk into a village, a temple, or a neighborhood committee casually, you will meet the cadres in the village or in the temple. Besides, you will also meet the on-duty united-family representatives including common people, monks and nuns.

According to the Tibetan National Conditions Investigating Group of Chinese Academy of Social Sciences, the creation and election activity of "Advanced Double-United-Family" is the positive exploration of the Party Committee and government in Tibet Autonomous Region that closely combines the social management service with the mass work, and distributes the tasks of development and stability to the grass roots in urban and rural areas and to thousands of households.

Lhasa constantly enhances the policy of support to the "Double-United-Family" work, including formulating the Work Promotion and Motivation Appraisal Management Method for "Uniting Family for Security and Income Increase" and implementation rules, and enhancing the stimulation and appraisal on "Double-United-Family" work. Every year, nearly RMB50 million is used to reward 1/3 of grass-root organizations and united-family representatives in the whole city, which further promotes their work enthusiasm and sense of responsibility as well as the implementation of work measures. Recently, Lhasa commended 102 "Advanced Double-United-Family" creation activity advanced collectives, 619 united-family units, and 2,007 united-family representatives in 2013, and distributed the bonus of RMB13.528 million.
