Lhasa's Strategy of "Rule of Law for Stabilizing Market" Promotes the Scientific Development

After the fifth Tibet Forum of the Party Central Committee in 2010, the Party Central Committee enhances the support and guidance for work including reform and development as well as stability safeguarding in Tibetan areas. In December 2012, in the Public Service Blue Book of 38 Chinese key cities issued by Chinese Academy of Social Sciences, four indicators of Lhasa including public security satisfaction ranked the top. In September of the same year, Lhasa won the first prize of the Most Happiest Chinese Provincial Capital. Being the core region and forward position of "safeguarding the border and the stability of Tibet", Lhasa comprehensively carries out a series of Party Central Committee's policies and guidelines on governing Tibet and the autonomous region's overall requirement of fully expressing the primary role of provincial capital in recent years. By greatly implementing the Strategy of "Rule of Law for Stabilizing Market", based on the adjustment function and guarantee function of "Rule of Law", Lhasa deepens the reform with the rule of law thinking and the rule of law mode to promote the development, remove the conflicts, and maintain the stability and strives to regard the rule of law as the specific practice of constructing the "Beautiful Home and the Happy Lhasa".

Dan Zeng, 33 years old, is a common farmer in Tarong Village, Tarong Township, of Nimu County. Four family members in his home hoped that he could find a job in other place and improve the family conditions. However, with no specialty, he failed many times in looking for a job in Lhasa. He was very nervous. In 2012, Lhasa invested nearly RMB100 million in "Four-Career Project" to cultivate, allocate, manage, and enrich people by the careers. Farmers and herdsmen in the whole city between 18 years old and 50 years old are registered and recorded for career skill and employment guidance training. Dan Zeng realized his dream of attending farmers and herdsmen driving skill training class and successfully passed the exam. Currently, he drives a truck in a construction site near his home, with a monthly income as high as RMB3,000. After the implementation of "Four-Career" Project in Lhasa, 45,817 farmers and herdsmen were trained in total and 7,541 people were employed in urban areas during the period of one year.

The employment is the base of people's livelihood. Party Committees and governments of all places shall strive to break through the base of key people's livelihood by enhancing occupational skill training, increasing laborers employment and pioneering ability, completing employment service system, and increasing people's income in all measures. By means of the creative new thinking and brave exploration, Lhasa obtains an initial effect of "Four-Career" project.

-- Protect the environment for development

Qinghai-Tibet Plateau is located in a high and cold terrain with poor climate and sparse planting. However, the unique ecological environment, natural resources, and geographic location determine the special position of Qinghai-Tibet Plateau in the national ecological security strategy. Lhasa always places the ecological protection and environmental governance work in the outstanding position of modernization development, fully expressing the guarantee function of laws in saving resources and protecting environment. A series of ecological protection rules and management methods are formulated, in which the ecological "red line" is specified to strictly control the development degree and restrict the development and usage of high energy consumption and high pollution industry and articles of daily use in line with laws. Meanwhile, Lhasa carries out the "Greening the Mountain" and "Turning Rivers into Lakes" projects in full operation, and greatly implements the projects including South Mountain Greening and Wetland Protection to retain the blue sky, green land, and clean water in Lhasa and construct an excellent soft investment environment. Currently, the good rate of air quality in Lhasa keeps above 96% throughout the year.

The implementation of "Rule of Law for Stabilizing Market" Strategy and the enhancement of local rule by law practice and exploration are the key means for Lhasa to realize the grand objective of building a comprehensive well-off society. Lhasa, the enduring old city in snow area with a long history, shows the attractive young vitality with a brand-new gesture under the light of rule of law.
