CPC steams up Party construction to contain corruption

BEIJING, Sept. 2 -- As the central authorities continue waging a battle against official misconduct, new Party organization methods to better utilize power and contain corruption are being mapped out.

Efforts started last week after the Political Bureau of the Communist Party of China (CPC) Central Committee passed a document regarding the reform on how to build the Party which is going forward.

Primarily, the Party has focused on reforming its organization system, official selection and promotion, unit building at the grassroots level and a system of cultivating excellence in cadres.

The new moves reveal the resolution of the CPC, as China's ruling party, to govern the country in a scientific and democratic manner in accordance with law, said Xin Ming, professor of the Party School of the CPC Central Committee.

It is also expected to help the Party fight corruption and other official misconduct in an effective manner, Xin said.

The reforms are part of a bigger plan laid out at the third plenary session of the 18th CPC Central Committee in November last year, according to a statement issued by the Organization Department of the CPC Central Committee on Monday.

The statement said a total of 26 measures will be taken in this regard and relevant work will be done by 2017. By the end of 2020, a well-organized, scientific and effective system of Party building will be established.

The statement said the plan requires the CPC to further improve the intra-Party democratic system, strictly enforce its discipline, uphold the CPC Central Committee's authority and maintain the Party's unity.

The Party's meeting and election systems will be further streamlined, it said, adding that the plan also spells out detailed tasks to achieve these goals.

"Well-disciplined organization of the Party is fundamental for the Party to lead China's modernization," Xin said.

Xin believes a powerful Party organization and detailed measures will also help better enforce some existing regulations, including the CPC's anti-corruption code.

"We are not in short of regulations to curb corruption." Xi noted, "but for a long time, some regulations have failed to effectively operate like they are being enforced in these days."

"A carefully-designed system can deter wayward people from doing evil, while an ill-formed one may force a good person to do wrongs," the professor said.

Among the 26 reform measures, 13 are about personnel system, including official selection and promotion, assessment, training, management, supervision and motivation.

The CPC organization department's statement said the goal of reforms in this aspect is to select officials and cadres who are "firm in ideology and belief, willing to serve the people, diligent and down-to-earth, courageous and responsible, honest and upright."

The approach of GDP obsession or excessive emphasis on voting and other rigid gauges in selecting officials will be changed, the statement said.

"Public opinion and performance in economic work are important, but they should not be the only standard to measure an official," Xin said.

"Overemphasis on these elements may leave some distinctive competent talents out," he explained.

Xin also stressed that the rules and regulations of Party construction are not abstract provisions, and they should be regarded as a whole with the Marxist party's fundamental principles and values.
