Chinese president stresses quality of reform plans

BEIJING, Sept. 29 -- Chinese President Xi Jinping stressed the need for quality implementation and supervision of reform plans.

He made the remarks while chairing the fifth meeting of the Leading Group for Overall Reform.

The meeting reviewed three reform programs: circulation of rural land management rights, stock cooperation among farmers on collective assets, and funding for science and technology.

Only after comprehensive and deep research can reform directions or key measures be studied, deliberated and finalized, Xi said.

To better map reforms, efforts should be made to locate problems and difficulties, find constructive ideas at the grassroots, and collect various opinions and advice, Xi said.

It is increasingly important to carry out reform, and the heads of departments and local governments should shoulder the responsibility of implementation, Xi said, adding that those who fail to carry out reforms will be held accountable.

Regarding the program on circulation of rural land management rights, Xi said that agricultural modernization must be taken into consideration.

Farmers' wills must be fully respected and no coercion or blind administrative interference should be made in circulation of rural land management rights, Xi said.

On reforms to develop stock cooperation among farmers on collectively-owned assets, Xi stressed farmers' rights must be fully safeguarded.

The move aims to build a new mechanism for rural collective economic operations fit for requirements of the market economy, he said.

The situation in China's regions are quite different from each other and the development of collective economy is quite imbalanced in various areas, so pilot programs targeting certain regions should be carried out properly, he said.

About reforms on funding for science and technology, Xi admitted that China's science and technology plans have many problems in systematic layout, management and overall performance.

The top two outstanding problems are fragmentation of science and technology plans and blurred focuses of research projects, he said.

He stressed the importance to build a public and unified platform to streamline management on national science and technology projects.

Government departments will mainly be responsible for macro-administration of science and technology plans, and no longer directly manage specific projects, Xi said.
