<full-text><![CDATA[SANAA, Feb. 11 (Xinhua) -- A Yemeni senior intelligence official was shot dead late Saturday by al-Qaida-linked gunmen in Yemen's southern province of al-Bayda, said an official of the Interior Ministry.  "Eyeda bin Faraj, the colonel of al-Bayda's provincial intelligence service, was shot dead Saturday night in al-Bayda's central city by al-Qaida militants led by Tariq al-Dhahab," the official told Xinhua on condition of anonymity.   Yemeni intelligence personnel have been the key target of the al- Qaida in the Arabian Peninsula (AQAP) in the past several months.   The group vowed to "eliminate all high-ranking personnel of the Yemeni government intelligence agencies." Al-Bayda, about 130 km south of the capital Sanaa, has recently witnessed growing activities of al-Qaida, known locally as Ansar al-Sharia, according to security officials there.   Last month, al-Qaida leader Tariq al-Dhahab made a deal with the Yemeni transitional government, under which the government released 15 al-Qaida prisoners in return for the withdraw of around 1,000 al-Qaida militants from al-Bayda's town of Radda after al-Dhahab's group held it for a week.   Al-Dhahab, a relative of the Yemeni-born U.S. cleric Anwar al- Awlaki, hosted Awlaki for months before the radical cleric was killed by unmanned drone last September, according to a source close to the al-Qaida group.   The AQAP took full control of several cities in the restive north, south and southeast of Yemen, as the Yemeni government forces engaged in fierce battles with the militants over the past months, leaving hundreds of people killed.  On Friday, the terrorist group said it agreed to start negotiations offered by the Yemeni government to reach a ceasefire deal in the southern war-torn province of Abyan.  However, Yemeni Vice President Abd-Rabbu Mansour Hadi told foreign ambassadors in Sanaa two days ago that his government " will not negotiate or seek compromise with terrorist groups." ]]></full-text>

<full-text><![CDATA[CAIRO, Feb. 11 (Xinhua) -- Egyptians rejected a call for civil disobedience on Saturday as most people went to work and no big rallies were held across the country.  Some youth groups called for a nationwide strike on Saturday, the first anniversary of the fall of ex-president Hosni Mubarak, to press the ruling military council to immediately hand over power to a civilian authority. The majority of political parties refused to join the campaign.  A rather indifferent response from citizens showed most of the Egyptian people wished stability and development after a year of frequent protests.  In Tahrir Square in downtown Cairo, traffic was normal and there was no gathering of large number of protesters, a Xinhua reporter said.  Many office workers, who usually have a day off on Saturday, went to work to express their rejection to the civil disobedience. They believe the general strike was meant to ruin the country and damage its economy.  "There is no such thing as civil disobedience. It's something that means the fall and collapse of the state. This is not fair," said a pedestrian in Cairo.  "We're working without civil disobedience and all buses operate with full capacity. We want the country to get better, so we all should work for the sake of Egypt," a bus driver said.  Transportation was normal in bus stations, metro stations and railways stations in Cairo. "No for Civil Disobedience ... Yes for Stability and Production," read a banner hanged outside the Cairo Railway Station.  Hani Hegab, chairman of the Railways Authority in Cairo, said " no problems appeared at all. This is because all the workers of the Railways Authority have national awareness and know the best interests of their country. They have come today to say that they support the nation's best interest and they are against vandalism and strike."  Egyptian citizens rejected calls for the civil disobedience day and showed their aspiration for protecting their rights in a civil way, said Minister of Planning and International Cooperation Fayza Abul-Naga on Saturday.  On Friday, the supreme military council issued a statement to warn of the attempts to spread chaos and vowed to fight them.  The statement said the military council will not bow to any threats, pressure or accept dictations and reiterated its promise to hand over power to an elected civilian authority at the end of June.  ]]></full-text>

<full-text><![CDATA[WASHINGTON, Feb. 11 (Xinhua) -- The Republican Party in U.S. state of Maine announced Saturday that former Massachusetts governor Mitt Romney had won the state's caucuses, giving his campaign a much needed bounce after embarrassing losses earlier this week.  According to state Republican Chairman Charlie Webster, Romney won 2,190 votes, 39 percent in the state's non-binding caucuses, while Texas Congressman Ron Paul, whose campaign has a strong presence in the state, got 1,996 votes, about 36 percent. Only 194 votes separate the two candidates.  Behind the two frontrunners, Rick Santorum, the former Pennsylvania senator, got 18 percent. Newt Gingrich, the former House speaker, got 6 percent.  Maine's caucuses began February 4 and runs throughout the week. But the results announced Saturday accounted for just 83 percent of all precincts in the state. Webster said any caucus results that come in after Saturday wouldn't be counted no matter how close the vote turned out to be.  Although the Maine caucuses were non-binding and being described as a "beauty contest," both Romney and Paul badly need a win here. Romney lost Colorado, Missouri and Minnesota earlier this week to Santorum, handing over the political momentum and risks being seen as a fragile frontrunner. Romney, who originally hadn't scheduled any event, made appearances in Maine earlier in the day, and that might have helped him.  Paul, on the other hand, hasn't won any state in the nomination campaign, and commentators have been saying if the Libertarian-leaning Paul can't win in Maine, a state with an independent streak, his campaign's viability would be seriously questioned.  In order to win Maine, Paul's campaign had been putting in a lot of work here, and the candidate himself skipped the annual conference of Conservative Political Action Conference (CPAC) this week to campaign in the state.  The GOP will hold primaries in Arizona and Michigan later this month, and 11 states will hold primaries on Super Tuesday on March 6, but only 10 will announce results, as Wyoming's caucuses will run from March 6-10. ]]></full-text>

<full-text><![CDATA[ATHENS, Feb. 11 (Xinhua) -- Greek Prime Minister Lucas Papademos and coalition government party leaders urged on Saturday lawmakers to support an austerity rescue deal in a crucial parliamentary vote on Sunday to avoid a catastrophic default in March.  "We are a breath away from zero point. The Greek parliament is asked to resume a historic responsibility..A disorderly default would throw the country in a catastrophic adventure. It would create conditions of uncontrolled economic chaos and social eruption," said Papademos in a dramatic televised address to the nation on Saturday evening.  Describing the disastrous consequences, such as shortages in fuel and medicines, pause in the payments of pensions and mass closures of businesses, he warned of a chaotic collapse in living standards and an exit from the euro zone.  The appeal was made as an increasing number of deputies warned to vote down the austerity package and labor unions continued mobilizations on a second day of a general strike with rallies in front of the parliament in central Athens and major cities across the country.  Earlier on Saturday, former Prime Minister and socialist PASOK party head George Papandreou and conservative New Democracy party leader Antonis Samaras, asked their parliamentary groups to back the harsh terms of the 130 billion euro (171.43 billion U.S. dollars) bailout loans agreement reached with EU/International Monetary Fund creditors last week.  Defending the choice to implement the new round of painful spending cuts that has already hit hard the average Greek household over the past two years, they also warned that otherwise Greece faces chaotic consequences.  Following the resignations of six ministers since Thursday over the fresh wages and pension cuts and the warnings of dozens of MPs that they will reject the deal, they imposed party discipline.  Despite the dissent, local political analysts expect that the measures will pass the parliament, since the interim coalition administration still holds a wide majority, even though the rightist Popular Orthodox Rally (Laos) party, the smallest partner backing the government since November, announced that its deputies will cast negative votes.  The draft bill that cleared a cabinet meeting on Friday night and is currently debated at the assembly, includes also a plan to restructure the Greek sovereign debt under a deal with private creditors to make it sustainable in the context of efforts to resolve the debt crisis that threatens the entire euro zone with repercussions.  The European Union and IMF have asked clear commitments from the Greek government that they will implement the measures, before releasing the second aid package since 2010.  Without it Greece faces financial meltdown on March 20, since it would fail to meet a 14.5 billion euros (19.12 billion U.S. dollars) debt repayment.  Thousands protesters who gathered at Syntagma square in Athens once again on Saturday called MPs to reject the deal, opting for "an open bankruptcy than a slow death amidst endless austerity," as written on banners waved in front of the parliament building.  The two umbrella unions of private and public sector workers GSEE and ADEDY which staged the protests, called people to return to the square on Sunday evening, ahead of the vote in the assembly. ]]></full-text>

Upgrades in power generation, transmission, and distribution capacity, as foreseen under the investment program, will remove bottlenecks and reduce transmission losses, ensure safety and quality of electricity supply, allowing the lights to stay on and the economy to keep growing," he said.  Although Vietnam has made remarkable progress in expanding access to electricity, many communities, especially those in the rural and mountainous areas, are not yet connected to the grid. Without additional network expansion, the share of urban and rural populations without electricity is expected to increase, particularly those with lower income and power consumption, he said.  The multi-tranche loan facility for the Power Transmission Investment Program begins with a first payment of 120.5 million U. S dollars. President Barack Obama endorsed it in his recent State of the Union address.  But the House version omitted a Senate provision that would set a new disclosure requirement for companies or lobbyists who gather political information and sell it to investors.  Obama's spokesman Jay Carney criticized the changes. <full-text><![CDATA[MOSCOW, Feb. 9 (Xinhua) -- Russia thinks a U.S. court in New York gave in to pressure from government authorities by upholding the conspiracy conviction of Russian arms dealer Victor Bout, the Foreign Ministry said Thursday.  "The court's ruling raises serious questions regarding independence and objectivity of the American judicial system," ministry spokesman Alexandr Lukashevich told reporters.  "Despite the obvious flaws of the evidential base submitted by the prosecutors and use of the illegal means of physical and moral pressure, the judge followed the U.S. special services who in advance named Bout all but America's enemy and accomplice of the terrorists," Lukashevich was quoted by the Interfax news agency as saying.  He added that Moscow did not see any objective evidence of Bout's guilt and would continue efforts to bring the Russian citizen home.  Bout was detained in Thailand in 2008 by American agents and extradited to the U.S. in 2010. The court hearing started in November 2011.  Bout last year was convicted of conspiracy for attempting to conduct an arms sale with two men posing as members of Colombia's rebel group FARC, which Washington considers a terrorist organization. It is the second-lowest level since April 2008.  As a rule of thumb, fewer than 425,000 people applying for aid is consistent with modest job growth, but the number of jobless claims will have to fall to 375,000 or below to signal a sustained drop in the unemployment rate.  The data showed the four-week moving average, which helps to smooth out week-to-week volatility, edged down by 11,000 to 366,250, the lowest since late April 2008.  The fresh figure came after employers added a net gain of 243,000 jobs in January, the biggest in nine months. The unemployment rate fell for the fifth straight month to 8.3 percent, the lowest in nearly three years.  From November to January, the economy has added an average of 201,000 net jobs per month. Most of them were either dumped in landfills or shipped abroad. The Natural Resource Defense Council reported that in New York City alone, over 25,000 pounds of electronics are landfilled or incinerated each year. Only 25 percent of the 2.37 million tons of end-of-life electronic products in the U.S. were collected for recycling.    In 2009, Cathode Ray Tube (CRT) TVs and monitors comprised, by weight, nearly half of the electronics that entered the waste stream, according to an EPA 2011 report. CRTs are recognized as one of the most significant environmental health threats to humans. “Monitors and TVs have a lot of glass and can contain 2kg of lead. The flat screen monitors are more energy efficient, but they have mercury in them,” said Christine Datz-Romero, Executive Director of the Lower East Side Ecology Center. “These heavy metals in electronics need to be handled correctly.” They cannot be disposed of in ordinary waste landfills, but recycling companies can export them abroad.  According to GrowNYC, a non-profit organization whose mission is to improve New York City’s quality of life through environmental programs, “allthough they are a small portion of the waste stream by volume, computers and electronics contribute about 70 percent of the heavy metals in landfills.” The EPA states that 40 percent of the lead found in landfills can be attributed to these discarded electronics.    “We have a moral imperative. We use these electronics…they have added a lot of heavy metals and toxic materials into our waste stream,” said Datz-Romero. “It is very important for us to take responsibility for these technologies.”  Recycling electronics, such as cell phones, televisions, and computers (along with rechargeable batteries) keeps potentially harmful materials out of the waste stream and the environment. In New York City, a combination of local and state laws dictates the handling or recycling electronics and harmful materials.  The New York State Electronic Equipment Recycling and Reuse Act was signed into law on May 28, 2010. “New York has become the 23rd state to have e-waste legislation,” said Datz-Romero. “The law requires both manufacturers and retailers to offer free programs to make electronic recycling accessible to people in New York State.”   According to the Act, violators are liable for a civil penalty for each violation not to exceed $1,000 for the first violation, $2,500 for the second violation and $5,000 for the third and subsequent violations. <full-text><![CDATA[    As the 189 member nations of the 1970 Nuclear Non-Proliferation Treaty (NPT) begin to wrap up negotiations here Friday, there is still considerable disagreement over how to establish a Middle East zone free of nuclear weapons and all other weapons of mass destruction (WMDs).      With the potential to derail a Final Document by consensus, implementing the 1995 Middle East Resolution has become something of a sticking point for Israel's allies and the Arab states. In particular, delegates are negotiating just a few words, whether the Final Document should reaffirm "the importance of Israel's accession to the NPT," which would require it to abandon its nuclear arsenal.      Like Pakistan and India, Israel never joined the NPT. Instead, it enacts a policy of nuclear ambiguity, neither confirming nor denying the existence of its atomic warheads.      If Israel is named and shamed, say diplomats, it will not attend the 2012 conference on establishing a region free from nuclear weapons and WMDs to be attended by all Middle East states.      The carefully crafted draft document being debated here on Friday appoints a facilitator to prepare for the conference, which would be convened by not just the UN secretary-general but also by Russia, the United Kingdom and the United States in consultation with Middle East countries.      The new section also omits the word "simultaneously" in describing efforts of the Middle East Peace Process in contributing to a region free from nukes and WMDs. Israel has argued that a nuclear-free Middle East will only be attainable after the region is covered by a comprehensive peace agreement.      The month-long Review Conference is expected to produce a Final Document at the end of Friday. <full-text><![CDATA[    Top Hezbollah leader in south Lebanon Sheikh Nabil Kaouk said Friday that Israel's latest military drill failed to restore public trust in the Israeli army, the country's state-run National News Agency (NNA) reported.      "They failed to restore the public opinion's trust in the Israeli army," the report quoted Kaouk as criticizing the outcome of Israel's latest military exercises.      Kaouk also stressed his party's strategy that comprises the cooperation of the army and the people has become "the pride of people of the region."      Israel finished on Thursday a five-day civil defense exercise to enhance the ability of army, local authorities and civilians to respond to possible missile and rocket attacks on the Jewish state.      The exercise had been closely watched in the Middle East, especially in Tehran, Damascus and Beirut. According to research released by the AGB Nielsen company, Serbs spend more than five hours a day before their televisions and have overtaken Americans for first place, reported the Belgrade daily "Blic" on Friday.       According to Darko Brocic, director of Nielsen, the upswing in television watching has been attributed to the phenomenon of reality shows and the fact that television is more often viewed during the day in Serbia than in most Western countries.      Psychologist Zarko Trebjesanin said this result is a consequence of the fact that people lack clear goals and are simply "killing time."      "There are a lot of unemployed people who have surplus of free time,"said Trebjasanin."They could use that time on something more intelligent, such as education. <full-text><![CDATA[    Interior ministers from Italy, Germany, France, Britain, Spain and Poland met here on Friday to discuss measures by which to boost the fight against illegal immigration, terrorism and organized crime.      The so-called Group of Six (G6) summit, hosted by Italian Interior Minister Roberto Maroni at the Palace Estense, is informal in that no official document will be issued at the end of the 2-day meeting, closing on Saturday.      However, it stands as a strategic and crucial"brainstorming" opportunity to exchange views on hot global issues. The importance of the meeting is proved by the presence as well of the United States and the European Union (EU).      The goal of the summit, Maroni explained at an opening press conference, was to find shared solutions to strengthen the EU's approach in tackling crime, especially illicitly acquired assets, illegal immigrations and terrorism.      "I hope that at the end of the summit we will produce concrete proposals to forward to the EU authorities in a bid to enhance cooperation and a multilateral approach in ensuring a tougher security framework," said Maroni.      The Italian minister stressed his country's central role in promoting law enforcement against illegal immigrants and Mafia clans, saying Italy represented a model for the entire EU.      At the same time, however, Maroni made it clear that Italy and other Mediterranean countries could not bear alone the burden of tackling the arrival of "boat people" coming from the African shores, who after land on Italian or Spanish coasts and then spread to other EU states.      The responsibilities, he said, were common because illegal immigration is a problem that touches all of Europe.      Italy currently holds the G6 presidency. <full-text><![CDATA[    A three-year freeze in the salaries of private sector employees in Greece and reduced wages for young workers are among the new painful measures the Greek government considers, Greek media reported on Friday.      The new policies are discussed in the framework of a deal Greece signed recently with the European Union and the International Monetary Fund (IMF), according to a report published in Greek daily Ta Nea.      Athens secured a 110 billion euro (135 billion U.S. dollars) financial aid this May to overcome a severe debt crisis that threatened to strangle the Greek economy and destabilize the euro. In exchange, the Greek government pledged to proceed to " revolutionary reforms" that will put the country's finances in order in a three-year period.      The new package of measures also include easier lay-offs of workers and 40 percent less compensations for Greeks who lose their jobs.      Young employees under 25 years old will be hired with monthly wages of 640 euros (780 U.S. dollars) instead of the current minimum 740 euros, according to the report.      All the changes are aimed at boosting the competitiveness of the Greek national economy, by lowering the cost of production, said supporters of the new measures.      But they have already led to strong objection of tabor unions and their members, who for months protested against austerity measures and reforms announced by the government.      The lawyer's union announced on Friday afternoon a new nationwide four-day strike, starting on June 1.      On June 5, the two main umbrella tabor unions of public and private sector employees representing 2.5 million citizens, ADEDY and GSEE, will stage a new rally in central Athens to protest the austerity measures and the planned reform of the pension system.      Furthermore, their representatives warn of one more national general strike later June, the day the draft bill on the pension system reform will be debated in parliament. This will be the 5th general strike in Greece in six months.      Due to an enormous budget deficit, the Greek government since late 2009 has pledged to implement a three-year Stability and Growth Program that will tackle chronic problems and lead to prosperity for all.      But average Greeks are not yet willing to make sacrifices. Instead, they ask the government to retrieve the stolen money from corrupted officials and rich tax evaders.      GSEE President Giannis Panagopoulos said that the labor unions will boycott a meeting with Labor Minister Andreas Loverdos on Monday to discuss the pension and social security reform. "They invited us to a minefield. Who are they kidding? We do not have another option, but continue the struggle. It has become far too dependent on the public sector."      Cameron, the Conservative leader and the first coalition government prime minister in Britain since the Second World War 65 years ago, said that he aimed to liberalize tax rates, and to halt and roll back the interference of government in regulating the economy and the country.      He said, "If you're a minister who wants to bring in a new piece of regulation, first you've got to find an existing one to get rid of. No one should underestimate how revolutionary this is. For a long time, the whole business of Whitehall (central government) has been about creating new regulations. This new rule completely blows that culture apart."      He vowed that over the coming months the government would cut corporation tax rates by simplifying reliefs and allowances and tackling avoidance; abolish employers' National Insurance Contributions (the tax paid by employers for the National Health Service) on the first 10 jobs created by new businesses for the next two years and reform tax rules to allow more foreign firms to invest in Britain more easily.      Cameron's Conservative party is often seen as being a party with little support in the major urban areas.      He said he would be appointing ministers for several major cities and urban areas whose job would be to champion those areas and drive growth and jobs, partly by tackling structural obstacles in central government as they arose.      The prime minister was introduced for his speech, which was made in Yorkshire in the north of England in a region which has suffered a loss of manufacturing jobs over the past three decades, by the Cabinet's business secretary, Dr Vincent Cable.      Cable is a Liberal Democrat from the left-wing of his party and many commentators speculate that he will be the first member of the Cabinet to resign because he cannot stomach the coalition's policies.      He undermined these predictions with a public display of support for Cameron, and Cameron went out of his way in speech to highlight the powers he is giving to Cable's department to refuse new regulations unless old ones can be removed.      Cameron said he would promote trade and fight protectionism and work with other international leaders to drive forward the Doha trade negotiations. (Xinhua/Santiago Armas)      Ecuadorian authorities on Friday closed the airport in the country's largest and most populated city Guayaquil and ordered the evacuation of thousands of residents due to a volcanic eruption in the South American country.      Earlier, the General Direction of Civil Aviation (DAC) halted the domestic flight between Quito and Cuenca and the international flight between Lima and Quito due to the ash emission of the Tungurahua Volcano.      The DAC said in a statement that the airports were closed for operational security, but there are alternative routes for the planes to take off or land without problem.      Ecuador's National Geophysics Institute said ash plumes soared 10 kilometers above the volcano.      The Secretariat of Risk Management (SNGR) on Friday ordered the evacuation of thousands of people living at the bottom of the Tungurahua Volcano in central Ecuador, which earlier registered a new eruption and ash emission.      The people living in towns nearby the volcano including Juive Grande, Cusua, Cotalo, Bilbao, and Chacauco in the west side of the volcano were evacuated, the SNGR said in a statement.      The area near the volcano is cloudy due to the ash columns and the lava coming from the Tungurahua Volcano.      The eruption took place at 8:47 a.m. local time (1347 GMT) Friday and was considered as "complicated." Rescue teams went to the affected areas immediately after the SNGR issued an alert at 9:30 a.m. local time (1430 GMT).      The director of the National Geophysics Institute, Hugo Yepez, said the ash cloud is heading southwest, so the ash cloud could also affect the coastal zones in the north of Guayaquil.      The Tungurahua Volcano is of 5,016 meters above sea level and located 135 km south to Quito. This is Obama's second visit to the Gulf areas after the oil spill.      "It's an assault on our shores, on our people, on the regional economy and on communities like this one," Obama said after meeting governors and lawmakers from the five affected states. " People are watching their livelihoods wash up on the beach."      With about 22,000 people already in the region working to contain and clean up the still-gushing crude, Obama ordered Homeland Security Secretary Janet Napolitano and U.S. Coast Guard chief Admiral Thad Allen to "triple the manpower in places where oil has hit the shore or is within 24 hours of impact."      The Deepwater Horizon drilling rig, owned by Transocean and leased by BP, sank April 22 some 52 km off Venice, Louisiana, after burning for roughly 36 hours. The untapped wellhead continues gushing oil into the Gulf of Mexico. With the oil continuing to come ashore, criticism of the spill response mounted.      Defending his response, Obama said the government had begun gathering vessels and equipment to deal with the cleanup from the first days of the accident. He also stressed there were no simple solutions to the spill.      "There are going to be a lot of judgment calls involved here. There are not going be silver bullets or a lot of perfect answers for some of the challenges that we face."      Obama said he had deployed doctors to the affected areas to check on coast residents' and rescue workers' health.      "I'm here to tell you (residents) that you are not alone, you will not be abandoned, you will not be left behind," Obama said. " The media may get tired of the story, but we will not. The statement continued to say, "Family members and close friends were at his side when life support was terminated".      A resident of Santaquin, Utah, Coleman had been hospitalized Wednesday and lost consciousness the next day. He was taken off life support Friday afternoon with his family at his side, the hospital said.      Born with failed kidneys, Coleman had undergone two transplants by age 14 and his growth was permanently stunted by the side effects of dialysis medications, the paper said.      The diminutive star soared to fame in the late 1970s as perhaps the most well-known child star in the country during the period, starring in hit sitcom "Diff'rent Strokes" as Arnold Jackson and whose post-TV-series life included a stint as a shopping mall security guard and an unlikely run for California governor, according to The Times.  &$<i>&$Source: Xinhua&$</i>&$ ]]></full-text>

<full-text><![CDATA[    The international airport of La Aurora in Guatemala City was closed due to the increase of the Pacaya Volcano's eruption, the Civil Aviation Direction said on Friday.      The volcanic ash totally covered the roads, the ramps and the hangars, with a thickness of two centimeters.      Civil Aviation Direction's spokesman Monica Monge said plane's taking off or landing should stop until the ash was cleaned.      According to Monge, the international airport El Mundo Maya in Peten, north of the country, is operating normally and it is an alternative for the planes' landing.      Meanwhile in La Aurora, the flights suspension could last about 48 hours.      The Pacaya Volcano, 2,500 meters high over the sea, is located in San Vicente Pacaya town, some 45 kilometers south to Guatemala City.      On Thursday night the Pacaya Volcano made strong explosions, throwing gases, incandescent rocks, and ash, which covered a radius of more than 100 kilometers.      Guatemalan President Alvaro Colom during a press conference urged the people to be calm and moderate, and also asked their collaboration to clean their houses, because the ash should not be dropped into the drainage which could cause flooding.      The civil protection authorities are on red alert, the highest level, due to the eruption and constant rains.      Colom said almost 2,000 people were evacuated from six towns located near the volcano, and they were taken to 10 shelters where the government is feeding them and giving all the necessary aid due to the emergency.      He said there have been 20 injured people and many missing.      He added that all the emergency systems are activated and the priority is to save people's life.      Meanwhile, the local reporter Anibal Archila died when hit by incandescent stones. <full-text><![CDATA[    An emergency meeting of the Legislature Parliament early Saturday passed the 8th Amendment Bill of Interim Constitution of Nepal-2007 which will extend Constituent Assembly (CA) term by one year.      Out of the 585 lawmakers who attended the meeting, 580 voted on support of the Amendment Bill while only five voted against it.      Finalizing the result of majority votes cast by lawmakers, House Speaker Subash Nemwang announced that the 8th Amendment Bill has been passed with two-thirds majority of the Parliament.      Concluding the emergency meeting of House, he also added that the next session of House will sit on Monday afternoon. Now, the deadline for Nepal to promulgate new national constitution is also extended for one year.      The two-year CA term was meant to expire by Friday midnight, if Parliament would not have passed the Bill by two-thirds majority. The government on Monday registered the Interim Constitution Amendment Bill to extend the term of CA by one year.      However, the single and the largest opposition party Unified Communist Party of Nepal (Maoist) (UCPN-M) who filed a dissent note against the Bill took back its underscoring the agreement between major parties to form new national unity government.      "The three parties have agreed to form a new national unity government, parties have also agreed for logical end of peace process, so in this situation I would like to take back the dissent note," Dev Gurung, lawmaker from UCPN-M and former Minister for Law and Justice, said, when addressing the House.      The Amendment of the Bill to extend CA term was made possible after the three big parties -- the ruling communist party, Communist Party Nepal (Unified Marxist-Leninist) (CPN-UML), Nepali Congress (NC) and UCPN-M forged consensus after an-hour-long bilateral and multilateral meeting late Friday night.      The big three parties agreed to extend the CA by one year and passed agreements will be implemented and Prime Minister Madhav Kumar Nepal will resign within a few days to pave way for a national unity government. However, it is not clear that within how many days PM will resign.      "This opportunity will be utilized to conclude the peace process, complete new constitution drafting process and begin a new chapter of consensus politics," M.K. (Xinhua/AFP Photo)      It was the biggest of this kind of attacks in 2010 when two separate unknown groups attacked two worship places of a minority group, Ahmadis on Friday in Pakistan' s eastern city of Lahore.      The two attacks were carried out nearly simultaneously, at Garhi Shahu and Lahore Model Town, 15 km apart. Police said at least 73 people were killed and 100 others were injured. Several attackers were killed and one was captured. During the shootout a policeman was killed and four others, including senior police officials, were injured.      The time of the terrorizing act was very important to note. The attack was made on Friday when more than 2,000 of Ahmadis, also known as Qadiyani, gathered in the worship places. On the same day, Pakistan was also celebrating the Youm-i-Takbeer (or Pakistan's Self Reliance Day), when Pakistan became a nuclear power on May 28, 1998.      Two separate groups identified themselves as Tehrek-e-Taliban Pakistan Punjab wing and Al-Qaeda Al-Jihad Punjab wing claimed responsibility for the incident. The two names were new for observers.      Therefore, several questions were raised about the real culprits behind the attacks against Ahmadis, a non-Muslim minority group in Pakistan.      Some people believed that some foreign hands were involved in the incidents as May 28 was an important day for Pakistan. Some officials like commissioner of Lahore, the capital of the eastern province Punjab, doubted some foreign forces for carrying out the attacks when they answered local media's questions.      However, analysts did not agree that foreign hand could be involved in this particular incident. Retired Lieutenant General Talaat Masood, a seasoned defense analyst, said that Pakistan has a long history of sectarian violence and Qadaynis were opposed in history.      "The militants groups in Pakistan act in accordance with their ideological orientation and training and there are certain groups that consider killing of infidels or non-believers as good, and all those who are not in line with their believes are considered as infidels," he added.      Masood dubbed the incident as a sectarian violence and ruled out involvement of any foreign hand. He doubted involvement of even Tehrek-e-Taliban Pakistan (TTP).      Rahimullah Yousafzai, an expert on militancy and well-known analyst, told Xinhua that the militants want to convey the message that they are targeting non-believers besides America. He also ruled out foreign involvement in the attacks against Ahmadis.      If TTP and foreign hands are not behind the attack, then who planned it?      Yousafzai and Masood agreed that the Punjab based militants, sometimes referred as Punjabi Taliban, are responsible for the action. <full-text><![CDATA[    Diplomats from Russia and the Democratic People's Republic of Korea (DPRK) confirmed their will to go on with consultations searching exit ways from the ongoing crisis on the Korean Peninsula, said the Russian Foreign Ministry on Friday.      According to a statement posted on the ministry's website, Russian Deputy Foreign Minister Alexei Borodavkin met the DPRK Ambassador to Russia Kim Yong Jae on Friday at the latter's initiative.      They spoke about the dangerous development on the Korean Peninsula following the sinking of a South Korean warship, said the statement.      Russia believed the situation on the Korean Peninsula has taken a dangerous turn, said Borodavkin commenting on the meeting.      "Both parties reaffirmed the need to prevent the further escalation of tensions in the region and expressed a willingness to continue consultations in order to look for ways to overcome the current inter-Korean crisis," said the statement.      Tensions on the Korean Peninsula have flared after the Cheonan, a 1,200-ton South Korean warship with 104 crew members on board, sank on March 26 after an explosion, killing 46 sailors.      South Korea released the results of its investigation on May 20, accusing the DPRK of sinking the "Cheonan" in a torpedo attack. However, the DPRK firmly denied the charges and insisted on sending its own inspectors to verify the evidence. <full-text><![CDATA[    Japan and the United States issued a joint statement on the relocation of a U.S. Marine Corps base in Okinawa Friday, saying that the air base will be moved to the less crowded Henoko coast, Nago City within the southern prefecture, which has caused a rift in Japan's coalition government and left questions unanswered about Okinawa's acceptance of the plan.      Following a telephone conversation between Japanese prime minister Yukio Hatoyama and U.S. President Barack Obama earlier in the day the statement was issued outlining a fresh pact between the two countries that will see the relocation of the U.S. Marines ' Futenma Air Station to the coastal Henoko area in the same prefecture, essentially in line with an existing accord signed in 2006.      The Japanese premier informed reporters in the morning that the U.S. President expressed his "gratitude that an agreement was made in the two-plus-two", referring to a series of bilateral committee meetings held between the two countries' defense and foreign ministers regarding security matters and the specifics of the relocation of the U.S. Marines' Futenma Air Station.      In the joint statement the United States reiterated its unwavering commitment to Japan's security and Japan reconfirmed its commitment to playing a positive role in contributing to the peace and stability of the region.      However speaking at a press conference Friday evening, delayed four hours due to an emergency Cabinet meeting, the prime minister revealed that in the course of approving the relocation plan he had dismissed Social Democratic Party leader Mizuho Fukushima as the consumer affairs minister from his cabinet.      "It is with great regret that I was unable to convince her ( Mizuho Fukushima) about the plan and had no choice but to dismiss her from the Cabinet," the premier said adding that he would endeavor to maintain the three party coalition and continue to seek the SDP's understanding on the (Futenma) issue.      The dismissal came after Fukushima refused to sign the cabinet resolution on the base relocation issue and according to Japanese defense minister Toshimi Kitazawa it was the only way the process could move forward.    &$ <center><a href="/cms/template/NewsView.jsp?id=7004553" class="abl2">【1】  </a><a href="/cms/template/NewsView.jsp?id=7004556" class="abl2">【2】  </a><a href="/cms/template/NewsView.jsp?id=7004557" class="abl2">【3】  </a></center>&$&$ <center><table border="0" align="center"> <tr><td><a href="/cms/template/NewsView.jsp?id=7004556"><img src="/img/2007english/Next.jpg" border="0"></a></td></tr></table></center>&$ ]]></full-text>

<full-text><![CDATA[    A year after the crushing of Tamil Tiger rebels, the Sri Lankan government is contemplating to hold local elections in the Northern Province which had been controlled by the rebels for decades.      Basil Rajapaksa, the minister of Economic Development, told a gathering Friday at the former rebel administrative headquarters of Kilinochchi that the government intends to hold elections soon.      "We would soon give people of the north same democratic rights as people in the south. We will hold local elections and make every effort to upgrade the infrastructure in the north and east," Rajapaksa said.      He said the government will hold elections for the Northern Provincial Council.      The Northern Province remained merged with the Eastern Province until 2007 when the government troops grasped control of the Eastern Province from the Liberation Tigers of Tamil Eelam.      The Eastern Provincial Council election was held in 2008 and the ruling alliance got control of the local government.  &$<i>&$Source: Xinhua&$</i>&$ ]]></full-text>
