The people of the member states of the European Union are generally dissatisfied with their current leaders, and hope that new leaders will improve the situation. However, old problems plaguing the E.U. are unlikely to ease or disappear just because some new leaders take office.   The first problem is the European sovereign debt crisis. Spain, the eurozone’s fourth largest economy, is facing a deteriorating situation, and Italian government bond yields are on the rise. Greece’s mainstream center-right and center-left parties, which support austerity measures, lost so many votes in the May 6 general election that a hung parliament was created. The country is now heading for a repeat election. Since the country’s anti-austerity parities hold a substantial lead in public support, Greece has become more likely to refuse to implement austerity measures agreed to with the E.U. This way, it may get no more bailout money, thus default on its debts, and finally be forced out of the eurozone, delivering a hard blow to the E.U. and even world economies.   The second problem is weak economic growth. Due to market pressures and Germany's insistence, E.U. countries have almost all made great efforts to implement fiscal austerity policies in recent years, but the negative effects of such policies are becoming increasingly visible, including sluggish consumption and investment. <full-text><![CDATA[BERLIN, May 15 (Xinhua) -- Despite their differences over how to drag Europe out of its current economic swamp, German and French leaders pledged to make joint effort to reinvigorate growth in the continent during their first meeting on Tuesday.   "We share the responsibility for a good development in Europe and I think we will find solutions for individual problems in this spirit," German Chancellor Angela Merkel told a joint news conference.   She made an effort to downplay the differences between her and the French left-wing new president Francois Hollande, who took office just hours ago.   The high-profile visit, which was Hollande's first diplomatic trip, was overshadowed by storm that forced his plane to return to Villacoublay military airport, apart from mounting international pressure of a potential Greek eurozone exit.   Earlier in the day, the final critical talks among Greek party leaders over the formation of a national unity government to lead Greece after the May 6 parliamentary elections collapsed, with the debt-ridden country heading to fresh polls in June.   However, leaders of the eurozone's two largest economies expressed their wish for Greece to stay in the single currency bloc.   "We want Greece to stay in the euro," said Merkel, adding that Germany and France were prepared "to study the possibility of additional growth measures in Greece" if Athens said they needed them.   Hollande echoed Merkel's opinion, while promoting a growth-driven strategy which was at core of his presidential campaign.   "I hope that we can say to the Greeks that Europe is ready to add measures to help growth and support economic activity so that there is a return to growth in Greece," Hollande said.   Calling the French-Germany ties as "balanced" and "respectful", Hollande said that "everything should be put on the table" at the forthcoming informal summit of EU leaders in Brussels due on May 23.   In addition, Hollande also affirmed his wish for a renegotiation of the EU fiscal pact. <full-text><![CDATA[SANAA, May 13 (Xinhua) -- Yemen has launched efforts to develop the oil and gas sector, which is considered as the backbone of the national economy after the 2011 unrest deepened the country's woes.  Within the efforts, the government has been meeting with oil and gas companies to urge their concessions and an increase in oil and gas production to boost the economy. Preparations have also been underway to hold meetings to promote investment for Russian, British, U.S. and Indian oil and gas firms this year.  When it took office in December, the power-sharing government revealed plans to develop the oil and gas exploration and production operations to attract new investors. In its program which was approved by the parliament, the government focused on expanding the gas production to bring in more revenues and to generate electricity.  Yemen is a small oil and gas producer at the moment, but its oil ministry has said about 85 percent of the country's land has not been explored, and, with 12 basins, it currently produces oil and gas only from two -- the Marib-Shabwa and Masila basins.  The oil ministry also revealed recently that there are 12 producing blocks, 31 exploratory blocks and 60 blocks open for investment.  Oil revenues make up more than 70 percent of the state budget, and oil and gas products account for more than 90 percent of the country's exports. In addition, it has the Balhaf LNG project which produces and exports 6.7 million metric tonnes a year.  Despite the current challenges, developing the oil and gas sector, especially increasing production, is not impossible, with officials and experts saying that the situation just requires suitable remedies; immediate robust reforms and strict measures by the government.  According to an official at the petroleum exploration and production authority(PEPA), some companies can increase production since their studies have indicated to the possibility.  Economists said the plans to develop the oil and gas sector are good but all remedies should live up to the challenges affecting the national economy as Yemen needs a long time to develop the non- oil sectors.  More recently, reports including official and World Bank ones have warned of the depletion of the current oil reserves in almost a decade and the impact of the security on attracting more investors to the Yemeni oil and gas sector.  The oil ministry responded by saying that the reports warning of oil depletion were untrue because studies have indicated large oil and gas potential in Yemen, which is yet to be discovered and used.
