2. Analysis on the uniqueness of the “Sunshine Project” from the perspective of public governance

To include the “Sunshine Project” into the types of “community-based drug rehabilitation modes with the participation of the government,” the mode can be classified as the government-market cooperation mode, which is participated by relevant social forces to certain extent. Although the “Sunshine Project” mode is still at an initial stage and is not mature yet, the government, market, and enterprises have played an important role as governance main bodies in the mode, which is the uniqueness of the mode, making it different from other community-based drug rehabilitation modes. Moreover, as the mode is promoted in a large scale of the province and is participated by social forces to a certain extent, it is very different from the trial mode of “Yunlu Community” in Yunnan, which is also classified as the government-market cooperation mode.

Through the analysis based on public governance theories, the uniqueness of the “Sunshine Project” mode is mainly reflected as follows:

Firstly, the governance main body and power center transform from single government to multiple main bodies of government-market and society. Traditional public public administrative theories believe that government agencies are the solo power center in dealing with national and social affairs. Government agencies provide various kinds of public products and services relying on various kinds of sources they control. Such a single main body and power center usually lead to the government’s power expansion. The public governance theories believe that although government agencies still play an very important role in the whole society, they are no longer the sole main body and power center. All public and private agencies will become the power center at all different levels as long as their exercise of power wins the recognition of the public. The governance main body is no longer solely the government, but also the market and civil society outside the government. The relationship between the government and the market and civil society is no longer that of previous controller and controlled, or dominating and dominated, but become a relationship of mutual supplementary, coordination, supervision, and constraint. The unique resources and capabilities of the market and civil society can be used to supplement the shortage of government governance, while such uniqueness will also pose a potential pressure on the government, urging it to improve their public products and services.
