We call it "Sunshine Project" because it implies that the special care of the Party, government and the whole society to drug rehabilitation and recovery personnel is just as warm as sunshine, hoping they can live in the bright sunshine forever. (Excerpt from the speech delivered by Cui Yadong at the "Sunshine Project" symposium about the community-based drug rehabilitation and recovery in Guizhou on September 1, 2012)

The "Sunshine Project" reflects our Party's concept of putting people first and governing for the public, and demonstrates the innovation of drug control concept of people orientation, scientific drug rehabilitation, and humanized caring. It is a major practice of social management and innovation, and an important part of building a harmonious society. Although the "Sunshine Project" has been promoted only for a short time, it has achieved certain results. I think this is a fundamental solution and on the right track, so we must stick on it.
