Deliveries halt despite order (2)

SF and EMS, on the other hand, will likely comply with the SPB's order, since all their branches are controlled directly by their head offices, while other rivals run franchise branches which may not strictly follow head office directives, Xu said.

SF told the Global Times Thursday that the company has pledged to pay higher wages as required by law to staff working during Spring Festival holidays.

Although SF and EMS will be available during the holidays, many online retailers are still deciding to suspend delivery, since the express fees at SF and EMS are more expensive than their rivals, said Li. "We could not handle the higher delivery costs."

SF noted that clients will be charged 10 yuan ($1.60) more per parcel during the holidays.

Two pairs of shoes, delivered to Northeast China's Heilongjiang Province from Southeast China's Sichuan Province via EMS, might cost 100 yuan during the holidays compared to the usual 20 yuan, Li said that EMS ships fairly slowly to remote places while SF's networks mainly cover big cities.
