Overview of Xi'an High-tech Industrial Development Zone

Xi'an High-tech Industrial Development Zone (Xi'an High-tech Zone for short) belongs to the first batch of national high-tech zones approved by the State Council in March 1991. Over the past 22 years, the main economic indexes of the Xi’an High-tech Zone have been increasing rapidly, and its comprehensive indexes take the leading places among more than 80 national-level high-tech zones in China. The Xi’an High-tech Zone has its advantage and feature in promoting technical innovation and developing the high-tech industry of national proprietary intellectual property rights. The whole zone has transferred nearly 12,000 scientific and technological achievements in total, of which above 90% are with proprietary intellectual property rights. According to the statistics of the Ministry of Science and Technology, its industrial scale, tax contribution, knowledge innovation, and sustainable development ability take the leading places among national high-tech zones.

Currently, the Xi’an High-tech Zone has already become the biggest economic growth pole of Guanzhong-Tianshui Economic Zone, one of the regions with good investment environment, high marketization degree, and most active economic development in central and western regions, one of the six high-tech zones to be constructed into a world-class science park by China, the most powerful economic growth pole of Shaanxi and Xi'an and the window open to the outside world, and the key base for China to develop high-tech industry. Leaders of the Party Central Committee including Hu Jintao, Xi Jinping, Wen Jiabao, Li Keqiang, and Jiang Zemin visited the Xi'an High-tech Zone for several times. In June 2005, Wen Jiabao, Prime Minister of the State Council, made clear that six high-tech zones in Xi'an, Beijing, Shanghai, Shenzhen, and Wuhan would be constructed into world-class scientific parks to make great contribution to the improvement of Chinese capacity of independent innovation and comprehensive national strength. Prime Minister Wen's speech further showed the high-tech zone's independently innovative nature. The technological innovation competitiveness of the Xi’an High-tech Zone ranks third in China, only second to Zhongguancun of Beijing and Zhangjiang High-tech Park of Shanghai. In 2008, the Xi’an High-tech Zone, together with Zhongguancun High-tech Zone of Beijing, Zhangjiang High-tech Zone of Shanghai, Donghu High-tech Zone of Wuhan, and Wuxi High-tech Zone, became the first batch of "Innovation and Entrepreneurship Bases for High-level Overseas Talent" among 80 national-level high-tech zones.

In 2012, many new trends emerged in the whole zone, including that it was becoming easier for big projects to attract investment; that some advantageous industrial clusters were quickly growing stronger; that projects were being carried out at a faster pace; that services for businesses were constantly improving; that breakthroughs were being made in block-based development; that the businesses were becoming more innovative; and that business growth in one area was more likely to bring about growth in other areas. As a result, the entire zone outperformed all tasks set by the municipal Party committee and the municipal government, and continued to play the demonstration and leading role in building Xi'an into an international metropolis.
